The Councils have identified the need to use a common Financial Management System (FMS) to enable sharing and to maximise cashable and non-cashable benefits. u \nIt has therefore been decided to replace all 3 Councils current financial systems with a modern and flexible system common across the 3 Councils. The system selected and implemented will be externally hosted. It will enable and support the Councils\u2019 transformation through the provision of self-service functionality and intuitive enquiry and reporting capabilities. As such, it will be a key driver of change. u \nThe project will be split into two phases: u \nPHASE 1 \u2013 Supply, configuration, implementation, testing and \u2018go live\u2019/ handover to the Councils of the fully functioning system. The \u2018go live\u2019/ handover dates for each Council may be different. u \nPHASE 2 (effective from the \u2018Go Live\u2019 date) \u2013 Ongoing hosting, support and maintenance of the system u \nAs well as the core requirements of the system, the Councils may be interested in a number of additional functional modules to build on the system , including such areas as Performance Management, Fixed asset register and HR/Payroll u \nThis Invitation to tender (ITT) is for all 3 Councils who are collaborating together on this procurement project with Cambridge City Council acting as procurement lead authority. Once the preferred tenderer is selected the Councils will award one contract (jointly signed by the 3 councils) to the successful contractor. This invitation to tender thus represents a lucrative opportunity for bidders and the Councils are looking for commercially attractive solutions that reflect the nature of this opportunity. The support and maintenance period(phase 2) will run for five years from the \u2018go live\u2019 date of the final Council system going live. There will be an option for the Councils to extend Phase 2 for up to a further five years. u \nThis procurement exercise will not be divided into Lots because this is a contract for a hosted integrated system and is thus not suitable for breaking up into lots as that would potentially jeopardise the integrated nature of the solution. u \nThis procurement is a one stage open tender subject to the Public Contracts Regulations 2015 (and an OJEU Notice has been published separately). u \nThe closing date for tender returns is 30th November 2015 (17.00 hours).
