The purpose of this Invitation to Tender is to pre-qualify suppliers for the provision of Off Site Storage and Retrieval Services to the Headquarters of the European Bank for Reconstruction and Development in London.
The Minimum Requirements check list is the first stage of a two stage process. Suppliers interested in this Tender process must fill in and return the Minimum Requirements check list together with the documentation requested by the 18th of January 2015 at 13:00h to Aurora Rodriguez Martin (rodrigua@ebrd.com).
Suppliers that meet the Minimum Requirements (that answer YES to all questions in the check list) and provide all the documentation will be pre-qualified Suppliers and will receive the Request for Proposal Document (RFP) on the 1st of February 2015.
The description of the RFP Process and the details of the service to be provided, including the timescale and the Scope of Works, is included in the RFP document that will be sent to pre-qualified Suppliers.

The Government of Kazakhstan is committed to implementing broad economic reforms within the utilities sector. The European Bank for Reconstruction and Development ("EBRD" or the "Bank") wishes to play an important role in facilitating these reforms by providing technical assistance. The Bank now seeks to select and engage a firm or group of firms (the "Consultant") to develop concrete recommendations to be considered by the Government of Kazakhstan on most suitable social support system in the housing and utilities sector in Kazakhstan, suitable for that country (the "assignment").
The objectives of the assignment are as follows:
1. To identify deficiencies in the existing social support system for the low income population in the housing and utilities sectors;
2. Based on international and regional good practices, prepare recommendations on the legal, institutional and methodological changes of the social support system in the housing and utilities sectors;
3. Based on international best practice, the Consultant should make recommendations for the selection of an appropriate level of financial support on a country-wide level or by regions with an adjustments mechanism;
4. To assess the need for integration of information systems of various state authorities to get accurate information on household income and expenses on housing and utility services and provide recommendations;
5. To develop policies and procedures for implementation of the recommendations in a pilot project (city) and assist the city administration in the implementation process;
6. To assess the results of implementation under the pilot project (qualitative and quantitative);
7. Based on results of the pilot project, to develop recommendations for changes in national legislation and propose capacity-building of state and municipal employees to create a unified social support system in the housing and utilities sectors.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The assignment is expected to start in the first quarter of 2016 and last for up to 15 months.
Maximum Cost Estimate available for the Assignment: EUR 430,000; Exclusive of VAT.
The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.
Funding Source: It is expected that the assignment will be funded through the EBRD's Technical Cooperation Funds Programme
Eligibility: There are no eligibility restrictions.
Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience related to successful implementation social support systems in housing and utilities sector.
The Consultant’s expert team is expected to include key experts as follows:
a. Key Senior Expert No 1: International Project Manager with ideally at least 5 years of previous professional experience in institutional organisation of social support system in water and district heating sectors in Kazakhstan or countries with comparable conditions to Kazakhstan. Experience of working in Russia and Baltic countries would be an advantage.
b. Key Senior Expert No 2: International Institutional expert with ideally at least 5 years of previous experience in social support systems in housing and utility sector in various countries.
c. Key Senior Expert No 3: International and local legal experts familiar with housing and utilities legislation, social support legislation and budgetary legislation of Kazakhstan or countries with comparable conditions to Kazakhstan.
d. Key Expert No 4: International and local public finance expert with knowledge of the public finance (international is preferred but local knowledge is essential).
e. Key Expert No 5: Public relations expert with experience of working on similar assignments.
f. Key Expert No 6: Economist with experience of working on similar assignments.
g. Key Experts No 7: (Pool of additional experts) consisting of local experts with good communication skills and evidenced technical knowledge of water supply and district heating sector. The Consultant shall engage Russian, and if, necessary Kazakh language speaking staff on their team or arrange for translation/interpretation when necessary.
Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted for this assignment, the information submitted should include the following:
1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).
2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.
3. Project Description:
The European Bank for Reconstruction and Development (the “Bank” or “EBRD”) is considering a loan of up to USD 17.5 million to the Communal State Unitary Enterprise “Trolleybus of Khujand” (the “Company”) a public transport company in the City of Khujand (the “City”). A further USD 8.5 million grant to co-finance the Project is envisaged from an international donor. The Project will finance the purchase of buses and modernization of depot facilities. In addition, the Project will provide support for the introduction of formal ticketing system in the City.
The purpose of the Project is to establish a reliable passenger transportation service and create a basic public transport network in the City. In addition a new formal ticketing system based on new tariffs will be implemented. It will put emphasis on cheaper and more attractive monthly passes with a goal to reduce fare revenue leakages and offer passengers the option of changing routes without double paying.
It is expected that the Project will finance the following investments:
Acquisition of buses and on-board computers for buses;
Modernisation of depot facilities; and
Implementation of ticketing system.
The Project will also assist the Company and the City to enter into Public Service Contract (the “PSC”).
Assignment Description:
The Client now intends to retain a consulting company (the “Consultant”) to support operational and financial improvements to secure sustainability of the Company operations via implementation of a Financial and Operational Performance Improvement Programme, the introduction of a PSC between the Company, and the City, and the development of a Corporate Business Plan and Management Information System and City Transport Strategy (the Assignment).
The selected Consultant is expected to provide the following services:
Prepare a Financial and Operational Performance Improvement Programme (“FOPIP”);
Develop fleet and infrastructure maintenance and repair programmes;
Prepare a long-term Business Plan containing measures to increase efficiency, revenues and cost coverage and meet consumers demands and priorities;
Support the implementation of a PSC;
Carry out financial audit;
Provide the City of Khujand with a clear Transport Strategy with the definition of the respective roles of buses and minibuses;
Review the route plan which was developed under Project Due Diligence and provide an advice on strengthening of the institutional framework for the public transport sector, including regulation of microbuses and equip the City with all necessary documentation and analysis for the development of an on-going route-tendering regime that encourages competition while enabling the City to acquire improved safety and environmental standards;
Allow the City to be able to monitor effectively the quality of operators services under the Public Service Contract regime.
Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in Q1 2016 and have an estimated overall duration of 28 months.
Cost Estimate for the Assignment: USD 350,000 (exclusive of VAT) subject to loan signing and availability of donor funding.
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
Funding Source: It is anticipated that the contract will be financed by ETCF. Selection and contracting is subject to loan signing and availability of funding.

Development and implementation of corporate development programmes of a comparable nature, scale and complexity to the Assignment;
Project management of complex assignments in organisations comparable to the Client and involving multiple stakeholders.
The Consultant’s expert team is expected to include key experts as follows:
Key Expert No 1: Team Leader / Public Transport expert preferably with 10 years or more of previous professional experience in project management of complex assignments in organisations comparable to the Client and involving multiple stakeholders; and preferably 10 years or more of previous professional experience in the urban transport sector in countries with comparable conditions to Tajikistan;
Key Expert No 2: Bus fleet and infrastructure maintenance and repairs planning expert preferably with 5 years of previous professional experience of working in similar assignments;
Key Expert No 3: Corporate management and business planning, including handling human resource issues expert preferably with 5 years of working in similar assignments;
Key Expert No 4: Public Transport Planning, Modelling, Financing expert preferably with 5 years of working in similar assignments;
Key Expert No 5: Public Transport Institutional and Regulatory Frameworks expert preferably with 5 years or more of previous professional experience and knowledge of urban transport management at institutional regulatory levels;
Key Expert No 6: Environmental and social expert preferably with 5 years or more of previous professional experience in the successful implementation of comparable assignments and with demonstrated knowledge of the environmental and social standards of the EBRD or other comparable institutions;
Key Expert No 7: Finance and accounting expert preferably with 5 years or more of previous professional experience in comparable assignments in the urban transport sector;
Key Experts No 8: Pool of Additional Experts consisting of local experts.
Non-key experts are expected to include local administrative staff.
All Key Experts shall be fluent in written and spoken English. It is essential that the Consultant’s team includes experts fluent in Russian.

Project Description:
The European Bank for Reconstruction and Development (the “Bank” or “EBRD”) is considering a loan of up to USD 17.5 million to the Communal State Unitary Enterprise “Trolleybus of Khujand” (the “Company”) a public transport company in the City of Khujand (the “City”). A further USD 8.5 million grant to co-finance the Project is envisaged from an international donor. The Project will finance the purchase of buses and modernization of depot facilities. In addition, the Project will provide support for the introduction of formal ticketing system in the City.
The purpose of the Project is to establish a reliable passenger transportation service and create a basic public transport network in the City. In addition a new formal ticketing system based on new tariffs will be implemented. It will put emphasis on cheaper and more attractive monthly passes with a goal to reduce fare revenue leakages and offer passengers the option of changing routes without double paying.
It is expected that the Project will finance the following investments:
Acquisition of buses and on-board computers for buses;
Modernisation of depot facilities; and
Implementation of ticketing system.
The Project will also assist the Company and the City to enter into public service contract (the “PSC”).
Assignment Description:
The Client now intends to retain a consulting company (the “Consultant”) to have support in the examination of the tender documents, the winning tenderer’s proposal and the Contract for Supply of buses (the “Contract”), including delivery schedule (the “Assignment”).
The expected outcome of the Assignment is the full compliance of the buses financed from the proceeds of EBRD loan to the contract technical specifications and relevant international standards.
The selected Consultant is expected to provide the following services:
Examine the tender documents, the winning tenderer’s proposal and the Contract for Supply of buses (the “Contract”), including the delivery schedule. It is expected that buses will be delivered in up to 4 shipments during up to 10 months from the Contract signing or during up to 5 months from the first delivery date. Based on the book of orders and the available capacity at the bus assembly plant the Consultant will comment on the delivery schedule of the Contract.
Develop and agree with the Company and EBRD a methodology for the pre-shipment inspection of buses to be carried out in accordance with the agreed delivery schedule stipulated in the Contract.
Visit the manufacturer’s bus assembly plant and report to the Company copying to the Bank, on the manufacturer’s capacity to produce buses in accordance with tender requirements and the Contract. This will include assessment of practices and methods used to assemble chassis, construct body frame, mount and install all major components, electrical equipment and installation, etc. The Consultant will assess and report on compatibility of the actual assembly and installation works with maintenance and repair manuals, and spare part catalogues.
Collect all relevant certificates and confirm their validity for all components used in assembly of buses under the Contract, including quality of steel, plywood, plastics and other materials used for body frame, storage and supply, flooring, passenger seats, internal and external panels, wiring, etc.; and also confirm and record compliance with the technical specifications, relevant international standards and certificates as required in the tender documents and the Contract.
Report on any systematic deviations, deficiencies or practices used in the assembly of the buses that will have or may have a negative effect on quality of the buses and their maintenance in the future.
Visit the assembly plant at a very early start of assembly of the buses and assess the quality of works and the compliance of the assembled buses to the technical and functional specifications as stipulated in the tender documents and the Contract.
Inspect each bus separately prior to shipment and provide the Company and Bank with a detailed report on its compliance to the tender documents and the Contract.
Inform the Company and the Bank within two working days in writing about any deviation, deficiency or non-compliance of the buses and, as required, draft a letter to be sent to the manufacturer stipulating precise deficiencies to be remedied and repaired before a second inspection.
Draft a letter to be sent by the Company to the manufacturer regarding the acceptance of the buses for shipment.
Assess technical capabilities of the Company’s staff to inspect, maintain and repair buses in line with good standards and provide the Bank with recommendation for their necessary training. The description of training should include the number of staff for each training course, duration and estimated budget.
Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in Q1 2016 and have an estimated overall duration of 10 months.
Cost Estimate for the Assignment: USD 90,000.00 (exclusive of VAT) subject to loan signing and availability of donor funding.
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
Funding Source: It is anticipated that the contract will be financed by ETCF. Selection and contracting is subject to loan signing and availability of donor funding.
Eligibility: There are no eligibility restrictions.
Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with preferably previous project experience related to:
Provision of independent pre-shipment inspection for the supply of public transport vehicles, preferably city buses.
Projects involving the procurement policies and rules of international financial institutions (such as the EBRD, World Bank or equivalent).
The Consultant’s expert team is expected to include key experts as follows:
Key Expert No 1 – Expert for diesel systems for vehicles with preferably 5 years of experience in the relevant field and knowledge of the latest bus technologies and diesel vehicles.
Key Expert No 2 – Bus Mechanic Expert with preferably 5 years’ experience in latest bus technologies and conducting pre-shipment inspection of the public transport vehicles including buses.
Non-key experts are expected to include local administrative staff.
All Key Experts shall be fluent in written and spoken English. It is essential that the Consultant’s team includes experts fluent in Russian.

1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).
2. Details of previous project experience or similar assignments particularly undertaken preferably in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.
3. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
Minimum average annual turnover of ten million Euro (EUR 10 Million) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
Experience under contracts in the role of contractor or management contractor for the last five (5) years prior to the tender submission deadline, and with activity in at least nine (9) months in each year.

Municipal state-owned enterprise Avtobusnyi Park Kyzylorda LLP hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Kyzylorda CNG Bus Project.
The Purchaser now invites sealed tenders from Suppliers for the following contracts to be funded from part of the proceeds of the loan:
Package #KCBP03 - Procurement of Public Transport Service planning software system and related services.
Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
a) Tenderers shall meet the eligibility requirements: no conflicts of interests, not having been declared ineligible by the Bank, compliance with requirements of tender documents for government owned entity if a tenderer is owned by the government, not having been excluded as a result of the Borrower’s country laws or by an act of compliance with UN Security Council resolution.
b) In the case of a tenderer offering to supply goods under the Contract which the tenderer does not manufacture, the tenderer has been duly authorised by the goods’ manufacturer to supply the goods in the Purchaser’s country in accordance with the requirements of the Tender documents.
c) Non-performance of a contract did not occur within the last 3 (three) years, based on all information on fully settled disputes or litigation. All pending litigation shall in total not represent more than 20% (twenty percent) of the Tenderer’s net worth.
d) The audited balance sheets for the last 3 (three) years must demonstrate the soundness of the Tenderer’s financial position, including profitable result of economic activities in each of the last 3 years
e) Minimum average annual turnover of USD 500,000 (five hundred thousand) or its equivalent, calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years.
f) The Tenderer shall demonstrate that it has access to, or has available, liquid assets sufficient to meet the production cash flow for the contract estimated as not less than 80 per cent of the planned contract amount, taking into account the Tenderer's commitments for other contracts.
g) A Tenderer shall have a successful general and special experience as a Supplier of software packages for the public transport services planning similar to those requested in the tender documents for at least three companies over the past 5 years. Software packages for monitoring of public transport only, will not count as a reference.
h) The Tenderer or its agent will be able to carry out the supplier’s maintenance, repair and spare parts stocking obligations in the Purchaser country.
i) Capabilities and experience of manufacturers: the software offered shall be manufactured serially for no less than 3 years.

Consultant for the Project Preparation and Implementation Unit (PPIU)
The Invitation for Expression of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website 15 May 2015.
ONEE was created in 2012 as a result of a merger between Office National de l’Electricité, the state-owned national electricity utility, and the Office National de l’Eau Potable, the state-owned national water utility. ONEE is responsible for providing both electricity and water to its customers.
ONEE intends using the proceeds of EBRD loan towards the cost of ONEE Hydro Rehabilitation Project. This notice relates to engagement of the Project Preparation and Implementation Unit (PPIU) Consultant.
The main objective of the PPIU Consultant is to provide organizational and technical assistance to the Client to ensure the successful completion of the Project in accordance with the Project Implementation Plan (PIP) and with all the Bank’ requirements stipulated in the Loan Agreement.
The proposed project, which has a total estimated cost of about EUR 40 Mln will be financed by EBRD loan proceeds. The Project consists of the major maintenance or overhaul of several hydro power plants and dams and will require the procurement of the following goods, works and services (tentative list):
Supply and Installation of Plant and Equipment for:
El Kansera (2x9 MW): rehabilitation of the two generators;
Imfout HPP (2x15.5 MW): replacement of two Kaplan turbines;
Taurart (2x1 MW): necessary rehabilitation after flooding;
Bou-Areg (1x6.4 MW):rehabilitation of ancillary equipment and installation of SCADA;
Taza (2x 320 kW): rehabilitation of ancillary equipment and installation of SCADA;;
Bin El Ouidane dam and Ait Ouarda dam: overhaul of hydro- and electro-mechanical equipment and civil works
Rehabilitation of Imfout Dam Spillway and Ancillary Equipment
Douarat (17MW) Overhaul of intake valves
Rehabilitation Works of 6 Small Hydropower Plants Maaser (0,1MW), Fes Aval (0,945MW), Sefrou (0,260MW), Tabant (0,068MW), Maachou (24MW) et Talambot (14,2MW) (to be done after completed study)
The following Technical Assistance funded through Technical Cooperation (grant money) will be done:
Study to improve the operation mode of Afourer complex
Study of the production potential of the Moroccan HPPs including impact of climate change
Assessment of the grid capacity to absorb renewable energy
The principal objective of this assignment is to deliver assistance to ONEE’s PIU during Project preparation and implementation. The Consultant will assist PIU with the following tasks:
TASK 1: Project Preparation Phase
Development of Project Implementation Unit (PIU) operating procedures
Inspection of hydroelectric plants
Support during the procurement process: (i) preparation of tender documents, (ii) procurement of the works, goods and services, (iii) tender evaluation process, and (iv) contract finalisation and award:
Diagnostic and study for the rehabilitation of the 6 small hydro power plants (SHPP) : Maaser (0,1MW), Fes Aval (0,945MW), Sefrou (0,260MW), Tabant (0,068MW), Maachou (24MW) et Talambot (14,2MW) ;
Diagnostic and study for the rehabilitation of 4 dams (Imfout, Douarat, Maachou and Talambot/Ali Thailat)
TASK II: Project Implementation Phase
Reviewing site preparation including engineering supervision arrangement;
Monitoring, supervision, and reporting on the implementation of contracts and overall completion of each Project component;
Validation of project documents
Monitor the contractors’ program for performance as well as documentation for required tests and commissioning in accordance with contract conditions;
Control of execution of works
Assistance in the implementation of the Environmental and Social Action Plan (ESAP);
Testing, Commissioning and Operational Acceptance
Follow up of the punch list during the defect liability period
Knowledge transfer to Client
TASK III: Project Completion

Status of Selection Process: Interested firms are hereby invited to submit expressions of interest.
Assignment expected start date and duration: The assignment is expected to take place from April 2016 and is expected to be carried out over a 48-month period. The input of the experts is expected to be intermittent during this period (detailed schedule to be agreed upon between the Client and the Consultant).
Maximum Budget available for the Assignment: EUR 1,800,000 (exclusive of VAT).
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank and CGES in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.
Funding Source: Through EBRD loan proceeds.
Eligibility Restrictions: There are no eligibility restrictions.
Consultant Profile: An international firm of consultants will be engaged for this assignment and is expected to procure the services of a multidisciplinary team of both international and local experts as appropriate.
The Consultant is expected to have relevant expertise and experience the procurement and implementation of hydropower construction and rehabilitation projects. In addition, relevant experience in the EBRD’s countries of operation would be an advantage.
The Consultant is expected to provide a team of experts with necessary qualification and skills to deliver the above-mentioned services timely and within budget. The Consultant team is expected to comprise the following key experts:
The Team Leader (TL) shall be an Engineer with at least 10 years’ experience in construction or rehabilitation of hydropower plants including dams. The TL should have led projects in the past similar to the project under this Contract. The TL shall possess excellent knowledge of French and English language for coordination and report writing purposes.
Hydro-mechanical Engineer with at least 10 years of experience in planning, design and construction of hydropower plants projects.
Electro-mechanical Engineer with at least 10 years of experience in planning, design and construction of hydropower plants projects.
Civil Engineer with at least 10 years of experience in planning, design and construction of hydropower plants projects
Expert Hydrology with at least 10 years of experience in planning, design and construction of dams and hydropower plants similar to the projects.
Procurement Expert with at least 10 years of procurement experience in power projects including construction or rehabilitation of hydropower plants including dams as well as the relevant experience to work with an IFI.
Short Term Experts with at least 10 years’ experience in the following areas of work:
SCADA (Supervisory Control and Data Acquisition;
Factory acceptance tests and Commissioning for similar assets;
Protection and Control Measures;
Civil Works in the field of substation and tower foundations construction;
Environmental and Social Measures.
Local Experts (as required) with at least 5 years’ proven experience in
OHL engineering and Substation Engineering;
Civil Engineering;
Dam Engineering;
Social and Environmental;
Site Supervision.
Note that intermittent inputs are expected from the key experts. The Consultant should propose a suitable organisation staffing with anticipated input (man-months) from the key experts in a staffing schedule and work plan. The proposed Experts need to have appropriate skills in both French and English language.

INVITATION FOR TENDERS
Supply and Installation of LED lighting system in Almaty

This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities, 15 May 2015.
State Communal Enterprise on the Rights of Economic Administration of the Almaty city Akimat (SCE on REA) “Almaty Kala Zharyk”, (the Employer), has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Almaty Street Lighting Project.
The Employer now invites sealed tenders from contractors for Design, Supply and Installation of LED lighting system in Almaty, hereinafter referred to as “the Contract”, to be funded from the proceeds of the loan.
The scope of works shall include Design, Supply and Installation of LED lighting system in Almaty, including 5 years full Performance Warranty (which includes replacement of the defective luminaries and compensation of the costs for replacement), in one single contract, with the subject matter comprising of the items specified in the Tender Documents’’.
Total number of luminaries to be replaced is 76000.
To be qualified for the award of a contract, tenderers must substantially satisfy the following minimum qualification requirements:
The tenderer shall have an average annual turnover (defined as annual earnings, expressed in its equivalent of a defined currency) as a contractor over the last 3 (three) years of USD 51,000,000 equivalent.
The tenderer shall meet the following minimum criteria:
successful experience as a contractor (prime or subcontractor) in the execution within the last 10 (ten) years of at least 2 (two) contracts for the supply and installation of at least 10000 street lighting luminaries each. The referenced contracts shall not necessarily imply LED luminaries;
successful experience as a designer of street lighting LED system with at least 70000 (seventy thousand) luminaries.
successful experience as a contractor (prime or subcontractor) in the execution of at least 2 (two) contracts of energy-efficient street lighting modernisation within the last 10 (ten) years.
successful experience as a contractor (prime or subcontractor) in the execution of at least 1 (one) contract within the last 5 (five) years of the street lighting retrofit by supply and installation of at least 5000 street lighting luminaries, performed in similar operating and technical conditions to those prevailing in Kazakhstan.
In addition, the tenderer shall demonstrate experience in installation of at least 6000 luminaries/month.
The tenderer shall provide suitably qualified personnel, as follows:
Project Manager with a total work experience of minimum 7 (seven) years, at least 5 (five) of which in similar works and at least 3 (three) years as manager of similar works;
Chief Designer; Electrical Power Engineer; Traffic Management Expert; Health and Safety Expert, each with a total work experience of minimum 5 (five) years, at least 3 (three) of which in similar works and at least 2 (two) years as manager of similar works;
Utilities Coordination and Permitting Expert with a total work experience of minimum 3 (three) years, at least 2 (two) of which in similar works and at least 1 (one) year as manager of similar works.
Availability or proposals of timely acquisition (through hire, lease, purchase agreement, availability of manufacturing equipment, or other means), as minimum, of 10 units of Bucket trucks/manlift devices (min. 10 m reach/working height) and 10 sets of Temporary traffic control/management devices and/or vehicles. Equipment shall not be older than five (5) years and have proper certifications, where applicable.
Availability of liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 12 months, estimated as not less than USD 7,000,000 equivalent, taking into account the tenderer's commitments in other contracts.
Joint ventures and Consortiums consisting of two and more partners must satisfy collectively all the above mentioned qualification criteria, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture's total capacity;
The tenderer’s subcontractors shall demonstrate successful experience as a contractor (prime or subcontractor) in the execution of at least 1 (one) contract of a magnitude comparable to the works proposed for subcontracting within the last 5 (five) years;
The manufacturer(s) shall meet the following minimum criteria:
have manufactured at least 150000 units of LED street luminaries annually;
have manufacturing capacity/assembly lines to produce 20000 LED luminaries/months during 12 months of the planned Contract implementation period (except 2 months for production and delivery), taking into account the tenderer's commitments in other contracts.
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

A two stage tender procedure will be adopted and will proceed as follows:
(a) the First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents or any alternative technical solutions a tenderer wishes to offer, and a justification therefor, provided always that such deviations or alternative solutions do not change the basic objectives of the project. Following evaluation by the Employer of the First Stage tenders, the Employer will invite each tenderer who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting. The proposals of all such tenderers will be reviewed at the meeting and all required amendments, additions, deletions and other adjustments will be noted and recorded in a Memorandum. Only qualified tenderers submitting a technically responsive and acceptable First Stage tender will be invited to submit a Second Stage tender.
(b) the Second Stage tender will consist of an updated technical tender incorporating all changes required by the Employer as recorded in the Memorandum to the clarification meeting or as necessary to reflect any amendments to the tender documents issued subsequent to submission of the First Stage tender; and the commercial tender.
First Stage tenders must be delivered to the address below on or before 11:00 a.m. Almaty time, 9 February 2016 at which time they will be opened in the presence of the tenderers’ representatives who wish to attend.
All Second Stage tenders must be accompanied by a Tender Security of USD 1,100,000 (one million one hundred thousand USD Dollars) or its equivalent in a convertible currency, and must be delivered to the address below on or before the time and date of the submission deadline specified in the Letter of Invitation to submit Second Stage tenders, at which time they will be opened in the presence of the tenderers’ representatives who wish to attend.
