Transport for London Capital Programmes department is currently investing in the Major Upgrade Programme that will introduce modern signalling, new rolling stock, new power systems, replacement tracks to London Underground (LU). This is with the aim of enabling more trains to be operated on the tube network and the introduction of the 24 hour weekend tubes, planned for November 2015. For the Major Upgrade and 24 hour weekend tube programmes to be a success, it has been identified that TfL must become more efficient at planning engineering works across the transport network. It has been recognised that access to TfL locations such as tracks, platforms, sidings, stations, bus and rail depots must be improved. This has resulted in the creation of the Access Transformation Programme (ATP) which is a programme aimed at improving access efficiency to all TfL locations through better coordination of resource and use of technology. To support this, there is a requirement for a new Commercial off the Shelf (COTS) planning and scheduling software application that will help simplify the current access, scheduling and booking process for all engineering and maintenance works across the TfL transport network. The system will be hosted externally.

The contract is a new fixed-term agreement to provide passenger rail services on the London Overground railway. The Operator will be required to deliver the contractual requirements detailed in the Concession Agreement and to work collaboratively with RfL to improve services throughout the concession term. The Operator will be required to provide rail services operated over the current London Overground network as well as services over routes transferring from the Greater Anglia franchise in May 2015. Train services will be operated initially using a mixture of existing electric and diesel rolling stock that will be partially replaced by new electric rolling stock supplied by RfL and deployed by the Operator. TfL is a diverse organisation which is comprised of a number of previously independent organisations. The TfL estate also supports external organisations such as the Greater London Authority and the British Transport Police. Consequently the TfL estate is similarly diverse and whilst work has been done to consolidate and operate a single network it is still true to say that the estate encompasses a number of different environments and implementations. Following a strategic review it has been identified that there is a requirement to develop TfL’s SAM capability. It has also been determined the fastest and most cost-effective route to accomplish this is through the procurement of an end-to-end SAM Managed Service Solution. The managed service will provide the specialised SAM capabilities that TfL need to mature its Software Asset Management practice and establish an effective operational SAM capability within its Information Management division. This will enable TfL to better identify and manage the risks and costs associated with it’s use of software.
