The Bureau of Prisons has a requirement for On Site Mobile Diagnostic Services for inmates at the Federal Correctional Institution (FCI) located in Otisville, NY. All duties shall be performed in accordance with standards and methods generally accepted within the field of diagnostic services, and compliance with all Federal and State policy and regulations. The contractor shall perform the duties as outlined in the attached Statement of Work. The contractor shall provide a Mobile Magnetic Resonance Imaging (MRI) Services (closed unit)-approximately six times per year, Computerized Tomography Services (CT)-approximately six times per year. Each clinic will have approximately 10-15 patients. The services/session length will be a maximum of eight (8) hours per visit. The clinic will normally be scheduled between the hours of 6:00 a.m. and 4:00 p.m., Monday through Friday. The estimated number of tests per year: 90 CT Scans, 75 MRI Scans, 90 General Ultrasounds, 20 Vascular Ultrasounds, 20 Echocardiograms. The Government contemplates awarding a contract with firm-fixed unit pricing resulting from the future solicitation. The contract shall consist of a base year and four-one year option years for renewal. The solicitation will be available on or about February 29, 2016 and will be distributed solely through the www.fbo.com website. The site provides downloading instructions. All future information about this acquisition, including amendments and award notice, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information regarding this acquisition. Faith-Based and Community-Based Organizations can submit offers/quotes equally with other organizations for contracts for which they are eligible. Project Title and Location: Fiscal Year (FY) 16 Romania Job Order Contract (JOC)
This is a Pre-solicitation notice for interested Offerors for the FY16 Romania JOC. The U.S. Army Corps of Engineers Europe District (EUD) anticipates the issuance of a Request for Proposal (RFP) for this contract on or about 8 February 2016. Award of a firm fixed price, indefinite delivery, indefinite quantity contract will be made to a single offeror using a best value (tradeoff) evaluation process. Each project task order awarded under a JOC is normally comprised of a number of pre-described and pre-packaged tasks as described in each Task Order and the Unit Price Book. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up information requests.
The purpose of this acquisition is to provide a contract vehicle for real property repair, maintenance, environmental work, asbestos abatement, force protection work, and construction services in the areas identified below. The task orders will primarily address general building renovation, road and pavement repair, and general environmental work. This work includes, but is not limited to, incidental new minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, force protection, and environmental remedial work. Use of the JOC will provide the U.S. Government with a construction product delivery method that can accommodate quick and straight-forward projects, as well as some small but complex projects, and can help minimize and related overhead expenditures, as well as handle compressed schedules. The geographical area for this JOC is defined as Romania.
a. PERFORMANCE PERIOD: A base period of one year and four one-year option periods.
b. MAXIMUM CONTRACT VALUE: It is anticipated not to exceed $49,999,950 for the entire life of the contract.
c. MINIMUM GUARANTEE: A single minimum guarantee amount of $5,000 covers the base period and any option period(s).
d. TASK ORDER LIMITATIONS: The minimum task order is $2,500 and the maximum task order is $1,250,000 (reference clause 52.216-19). On a case by case basis the Contracting Officer has the authority to issue task orders that may exceed the maximum task order limit.
Potential offerors are encouraged to submit their company name, mailing address and telephone, and e-mail address of an English speaking contact no later than 15:00 CEST on 01 February 2016 to Contract Specialist Dean DeFord at dean.p.deford@usace.army.mil and Contracting Officer Jeffrey Harrington at jeffrey.j.harrington@usace.army.mil. This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "FY14 MCA PN 059779 Echo Pier Restoration, U.S. Army Kwajalein Atoll (USAKA), Republic of the Marshall Islands" as described within this announcement.
This project is a design-bid-build solicitation, utilizing Sealed Bidding procedures prescribed at FAR Part 14. The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) in accordance with FAR Part 14, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement.
Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/ on or about February 18, 2016. It is the bidder's responsibility to check for any posted changes to the solicitation.
The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction). The small business size standard for this NAICS code is $36,500,000 average annual revenue. The Government intends to award a firm-fixed price construction contract as a result of this solicitation.
Project Description: This design-bid-build project is to repair and modern an existing pier at Kwajalein Atoll, and construct two new general purpose storage facilities and installation of infrastructure and utility systems. This project is in a remote location with a highly corrosive, hot, humid, and salt laden environment.
Pier work will include encapsulating a portion of the pier and filling the area, installing new piling, and installation of new decking. Work includes splash zone areas, repairs to existing berths, installation of new anchor rods, repair to pile caps, provide marine fenders, bollards and chocks, Antiterrorism/Force Protection measures, Energy Monitoring and Control Systems (EMCS) connections, and building information systems. Work also includes demolishing an existing general purpose storage facility. Supporting facilities includes utility systems supporting the pier (electric, potable water, non-potable water, fire water, sanitary sewer service, lighting, and communications) to include installation of new utility connections appropriate to each berthing location.
The estimated performance of period is 800 calendar days. Project magnitude is $40,000,000 to $60,000,000.
A pre-bid site investigation and pre-bid conference will be conducted by the Government at U.S. Army Kwajalein Atoll (USAKA), Republic of the Marshall Islands on March 17, 2016 and March 18, 2016, respectively. The pre-bid conference will be held on March 17, 2016 at 2:00 p.m. at the Command Conference Room at Building 730. The pre-bid site investigation will be held on March 18, 2016 at 8:30 a.m. at the Echo Pier, Dock Security Checkpoint, Building 623. Individuals attending will need to leave Honolulu International Airport (HNL) on Wednesday, March 16, 2016 and depart on Kwajalein (KWA) on Friday, March 18, 2016.
All planholders (prime contractors, subcontractors, and suppliers) are urged to attend. Due to limited logistical support, only one representative from each firm will be allowed to travel for the purposes of attending the pre-bid site investigation and conference. Representatives who plan to attend will need to contact Ms. Dayna Matsumura at dayna.n.matsumura@usace.army.mil and Ms. Jennifer Ko at Jennifer.I.Ko@usace.army.mil and provide a completed 55r and Food and Lodging worksheet by February 28, 2016. Any subcontractors and suppliers attending the pre-bid site visit and conference will need to indicate who the prime contractor is on the form 55r.All planholders (prime contractors, subcontractors, and suppliers) who previously submitted a completed 55r and Food and Lodging worksheet, must resubmit a revised 55r and revised Food and Lodging worksheet by February 28, 2016.It is the bidder's responsibility to check for any posted changes to the solicitation. This is a design-build project to support the Joint Strike Fighter (JSF) F-35A aircraft new mission bed down at Luke Air Force Base, Arizona. The facility is required to be operational no later than May 2018 in preparation for the second F-35 squadron arrival in 2017.
F-35A Aircraft Maintenance Hangar (Squadron 3) Description:
Construct a 6 bay Aircraft Maintenance Hangar. Work will include a High Expansive Foam (HEF) fire suppression system in a facility using a steel-framed structure, concrete slab and foundation system, masonry block exterior walls, and standing seam metal roof. Work will include F-35A-unique electrical receptacles at each aircraft position with associated power distribution system, aircraft cooling units (ACUs) at each aircraft position with associated pop-up power and cooling infrastructure, and hangar lighting. Partially demolish one facility (871 SM). Reroute storm drain lines that cross the project site. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01.
Minimum critical capabilities required include specialized fire protection, DoD/Air Force or Army airfield pavement expertise, Airfield construction, and LEED Silver certification.THIS PROJECT IS AN UNRESTRICTED PROCUREMENT WITH HUBZONE PRICE EVALUATION PREFERENCE. This will be a Competitive Request for Proposal (RFP), using Best Value Trade Off One-Phase procedures resulting in a firm fixed-price contract. The solicitation will be advertised in accordance with FAR 36.3 entitled One Phase Design-Build Selection Procedures. Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. Price will be subjectively evaluated considering Best Value and Realism. Price will be approximately equal to all other factors. A subcontracting plan will be required for large business firms, but is not part of the technical evaluation. There will be one pricing schedule for this project with a Performance Period of 600 days after receipt of Notice to Proceed (NTP). The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction $36,500,000.00 average annual gross revenue for the last three (3) fiscal years. Estimated cost range for this project is between $10,000,000.00 and $25,000,000.00. Qualification requirements will be available on or about 25 February 2016 with submittals due on or about 12 April 2016. Solicitation W912PL-16-R-0025 and all amendments for this acquisition will be posted on FedBizOpps (FBO) (www.fbo.gov). The Missile Defense Agency has a Visual Information and Production Centers (VIPC) requirement under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. This requirement includes: (1) Visual Production and Design; (2) Visual Information Analysis; (3) Video Design and Production and Photography; and (4) VIPC Administration.
The Presolicitation Notice for VIPC was initially posted on September 17, 2015 under Solicitation Number HQ0147-15-R-0010. The Solicitation number for VIPC has been changed to HQ0147-16-R-0006.This procurement is set aside for small business concerns. The NAICS code for this procurement is 541611 (Administrative Management and General Management Consulting Services); Small Business Size Standard is $15,000,000. It is anticipated that award will result in a single Cost-Plus Incentive Fee (CPIF) completion-type contract with a three-year base and two one-year options. Award will be made based on Best Value to the Government. All responsible small business offerors may submit an offer.
