Procurement of Other Drugs and Health Products for The Gambia National Malaria Control Program
Reference: ICB/MOH/NMCP/08/16
1. The Ministry of Health and Social Welfare has received funding from the Global Fund under the Malaria Component and intends to apply part of the proceeds of this fund to make payments under the Contract for the supply of Other Drugs and Health Products
2. The Ministry of Health now invites sealed bids from eligible and qualified bidders for the supply of the following items:
LOT 1 - Other Drugs
LOT 2 - Medical Supplies
LOT 3 - Laboratory Supplies
This bid will be a framework agreement for two years. Bidders must quote for the entire quantities of the products in each Lot. Bids which do not offer the complete quantity of each lot will be rejected as incomplete.
The MOH/SW is obliged to abide by the Laws and Regulations of the Gambia Public Procurement Authority (GPPA). For efficient and ultimate benefit of the patients, and for transparency and equal opportunity to Legal potential suppliers, the MOH/SW wishes to enter into a contract with the most economically responsive bidder.
3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures in accordance with the requirements of The Gambia Public Procurement Act of 2003.
4. Interested eligible bidders may obtain further information from the address below and inspect the Bidding Documents at the address given below from 0800 hours to 1800 hours on Mondays to Thursdays only.
5. Bidders who are not manufacturers must submit with their bid an original of a Manufacturer's Authorization in accordance with the format on Page 54 of the Bidding Document.
6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non- refundable fee of D4,500 (Four Thousand Five Hundred Dalasis) or its equivalent in a convertible currency. Documents may be sent by courier to interested bidders upon payment of an additional D3, 000 (Three Thousand Dalasis) or its equivalent. The method of payment will be Cash, Bank Draft in the name of Ministry of Health and Social Welfare payable in The Gambia.
7. Electronic bidding will not be permitted.
8. All bids must be accompanied by a bid security of not less than 2% of the total bid. A Bid Security from an Insurance Firm will not be accepted.
9. Bids must be delivered to the address below at or before 12:00pm (local time) on Monday November 28th, 2016. Late bids will be rejected. 1. This Invitation for Prequalification follows the General Procurement Notice (GPN) for this project that appeared in UNDB No.: GN170-12/14 on the 8th December 2014.
2. Mercy Corps has received financing from the Department for International Development (DFID) towards the cost to increasing sustainable access to water sanitation and hygiene in the Democratic Republic of Congo. A portion of these finances will be used for payments under the contracts named above.
3. Mercy Corps ("the Employer") intends to prequalify Contractors and / or Firms for Contracts under financing of Department for International Development (DFID), for the multiple Projects:
Contract I: No.: MC/SV/2016/23 in Goma for the Supply of Material and Construction Works;
Contract II: No.: MC/SV/2016/22 in Bukavu for the Supply of Material and Construction Works and Mechanical & Electrical Works for the Rehabilitation of the Murhundu Water Treatment Plant;
It is expected that the invitations for bid will be made in February 2017.
4. Prequalification will be conducted through the prequalification procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 2011 (revised July 2014), and is open to all bidders from eligible source countries, as defined in the guidelines.

Invitation to tender for "Long Term Pavement Performance Monitoring of Existing Trial Sections and Implementation of Regional Guidelines for Establishing and Monitoring Trial Sections in Tanzania"
The Research for Community Access Partnership (ReCAP) is a six-year programme of applied research and knowledge dissemination funded by a grant from the UK Government through the Department for International Development (DFID). The overall aim is to promote safe and sustainable rural access in Africa and Asia through research and knowledge sharing between participating countries and the wider community.
The Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG) set up the Local Government Transport Programme (LGTP) in 2007 with the aim of supporting rural development and poverty alleviation. In 2009, PMO-RALG submitted a request to AfCAP for assistance with the implementation of demonstration road sites in Tanzania.
To that end, a number of road trials have been constructed in Tanzania under the former administration and supported by AfCAP. These trial sections were designed to demonstrate and verify different options in design, material utilisation and construction methods, particularly for low-volume roads. Examples of existing road trails include:
• Bago to Talawanda road in the Bagamoyo District of the Pwani Region.
• Lawate to Kibongoto road in the Siha District of the Kilimanjaro Region.
A review of the outcomes of all road trials constructed in Tanzania will be necessary. Some of the road trials have been monitored over a period of time and should therefore have good as-built information and performance data available that can be used as a benchmark to assess future performance. However, the available performance data is not consistent between projects and over the monitoring periods. Also, the establishment of these road trials may not necessarily have been geared towards providing sufficient data that will enable researchers to assess the full impact of all factors influencing the performance of pavements (such as traffic and environmental data). Hence, the extraction of information for back analysis may be difficult without a framework for guidance.
ReCAP, managed by Cardno Emerging Markets (UK) Ltd, is seeking proposals from suitably qualified organisations to implement a project entitled: Long Term Pavement Performance Monitoring of Existing Trial Sections and Implementation of Regional Guidelines for Establishing and Monitoring Trial Sections in Tanzania.
The objective of the assignment is to carry out a review of the existing trial sections; refine and implement the existing regional protocols for establishment; and monitor road trial sections during the implementation of monitoring surveys. Capacity building and mentoring by the service provider are key elements of the assignment, hence the activities will be carried out mainly by researchers and technicians from PO-RALG’s Local Government Infrastructure and Transport Research Centre with support and close collaboration from the service provider.
Interested tenderers are advised that the indicative budget available for this contract is a total of GBP 160,000.

The Research for Community Access Partnership (ReCAP) is a six-year programme of applied research and knowledge dissemination funded by a grant from the UK Government through the Department for International Development (DFID). The overall aim is to promote safe and sustainable rural access in Africa and Asia through research and knowledge sharing between participating countries and the wider community.
The principal ReCAP Project Research Themes are Rural Infrastructure, Transport Services and Cross-cutting Issues, within which there are a number of sub-themes, including sustainable and economical provision of infrastructure; rural mobility and measuring the requirements for, and benefits of, rural roads and transport services. In the context of these sub-themes recent small-scale research has demonstrated that the organisation of rural transport is critically important to the whole agricultural supply chain, from farmer to final consumer. Relevant authorities tend to respond with improving roads and tracks once traffic volumes have reached certain thresholds. There is usually little cost benefit analysis, or understanding how seasonally impassable roads adversely affect agricultural marketing or the social demands of the rural population, especially the small holder farmers. There is a need for more research into pro-active intervention into the initial stages of the agricultural supply chain at both local authority and small-scale farmer levels.
ReCAP, managed by Cardno Emerging Markets (UK) Ltd, is seeking proposals from suitably qualified organisations to implement a project entitled: Evaluation of the Effect of Road Condition on the Quality of Agricultural Produce in Kenya and Tanzania.
This project is ultimately concerned with the cost-beneficial improvement of "First Mile" access and the transport services associated with moving harvest produce on the initial stages of movement from the farm to established road access. A key element of this will be research into the cost-beneficial provision of suitable all season access going into strategic small holder farming areas. The research must be relevant to the agricultural produce and the vehicles required to transport it and have a clear appreciation of implications for all small holder groups including women.
