Background
Wolverhampton City Council is leading on the major regeneration of the City centre. A number of significant development opportunities will be coming forward over the next 20 years and the Council needs to understand the implications of such large scale regeneration on the requirements for parking in the City Centre.
Dialogue with local businesses, soft market testing for Westside and Southside and the feedback at a Developer Conference held in October 2014, has highlighted the need for a review of car parking and a strategy for car parking in the City Centre. The need for, and commitment to, this review and strategy is also included in the Draft City Centre Area Action Plan supporting evidence documents, and has been subject to extensive press coverage and local concern over recent months.
In 2011 the Council commissioned a baseline survey of car parking which will require updating. Currently car parking in the City centre is provided by some multi storey car parks and surface level parking .This is owned by the Council and private sector, with much of the Council ownership in temporary use. The multi storey car park at the railway station is to be extended as part of the Interchange project.
Objectives and context
The objective of the commission is to provide the Council and its partners with an evidence based assessment of the changing car-parking requirements in the City centre. It will provide the Council with the framework to determine the location, quantum and type of car parking required in the future as the regeneration of the City Centre takes place.

THE WORKS
The Works comprise of the extension, alteration and refurbishment of a Primary School as follows:
AREA 1 - New Reception Classes.
Alterations internally to part of the existing corridor, two existing classrooms and linking access space to form new reception classrooms and quiet study area. Works consist of forming new glazed screens to classrooms/quiet area; opening out and forming new doorway in glazed screens between corridor and classrooms.
To form ramped timber floor area in corridor to give level thresholds into classrooms.
Reversal of corridor door to allow for ramped access.
Full decoration to new reception classes and quiet area and affected area of corridor.
No mechanical work and limited electrical work.
AREA 2 - New Resource Area and ICT Suite.
Alterations internally to rooms 106,115,109 and 113 to form new resources area and new ICT suite, including removal, strip out of redundant fixtures and fittings.
Works to include removal of wall between 106 and 115 and building in of new steel beam to form one space.
In area 113 form a raised timber floor to give strep free access across thresholds to area 109 and partly sloping floor to give level access to area 114.
Remove existing floor finishes, lay levelling screed as necessary and lay new carpet to areas 106, 115, 109 and 113.
Carry out alterations to mechanical and electrical services as specified including removal of all redudnant materials and ICT ducting.
Carry out full decoration to the four areas.
AREA 3 - Two New Classrooms, Corridor Extension and New Storeroom.
Construction of new single storey extension against existing gable end of the teaching wing; consisting of two classrooms, corridor extension and internal storeroom.
The new construction consists of a concrete raft foundation and ground stabilisation, load bearing internal and external masonry walls, timber roof (partly trussed rafters) with interlocking slates and aluminium windows and doors. Internally, timber doors and frames, plastered walls and ceilings (except corridor) and carpeting to classrooms on screed on insulation. The corridor and storeroom floors are vinyl tiles again on screed and insulation.
Form access from existing corridor with new openings in existing external wall and remove partition wall forming existing store room and making good. Fill step area to form direct access from new classroom to existing side extension.
The new works to include full electrical and mechanical installation and attendance on IT installation by others.
AREA 4 - External Works
To include removal of picket fence to play area adjacent to Area A.
Forming drainage connection from new sinks and down pipes.
Grading and making good macadam surfacing around new extension, forming ramp accesses to new external openings.
GENERAL
The contractor is directed to the drawings to identify the exact extent and nature of the works
Please note it is the Council's intention that this requirement will be awarded to a single supllier who will be responsible for the delivery of the entire works.
