The requirements of the Comprehensive Land Claim Agreement (CLCA) Tlicho Agreement apply to this procurement. Bidders are requested to maximize Aboriginal employment, subcontracting and on-the-job training opportunities, and involve local, regional and Aboriginal citizens and businesses, in carrying out the work under this project. The CLCA contains a provision requiring the inclusion of socio-economic bid criteria in the solicitation document, when practicable and consistent with sound procurement management principles, and subject to Canadas international trade agreement obligations. These socio-economic bid criteria are often referred to as an Aboriginal Benefits Criteria, and bidders propose Aboriginal benefits in their bid submission via an Aboriginal Benefits Plan.

Work Description
Work under this Contract is for Crack Sealing for various locations from km 485 to km 968 of the Alaska Highway, in British Columbia.
Work includes but is not limited to the following:
1.Repairing transverse and longitudinal cracks on road top of bituminous surface treatments.
1. Contractor will clean all defects of all rock, dirt, sand and other objectionable material.
2. Contractor will apply asphalt binder as atack material filling with a mixture of asphalt binder and crushed aggregate.
3. Contractor shall compact applied mix.
4. Contractor will obtain crushed aggregate from a source outside of the jurisdiction of the Alaska Highway. Cost of the aggregate will be incidental to the unit price Crack Repair.
Work will be performed in accordance with the contract schedules within the scope of work.
Site Visit:
There will be no scheduled site visits for this requirement. We however, strongly recommend bidders to visit the site prior to submitting a tender for this work and to make enquiries or investigations necessary in order to become thoroughly acquainted with the site as well as the nature and extent of the work.
Delivery Date:
The work shall commence immediately upon official notification of acceptance of the tender by the Contracting Authority and is to be completed by September 15, 2016.

Description of Work: This project involves the Repair of retaining walls – Lachine Canal meaning demolition for minor works, concrete forming, concrete reinforcing and concrete repair.

OPTIONAL SITE VISIT
It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at the intersection of Monk Boulevard Lachine Canal bike path - north side of the bridge monk in Montreal on September 10, 2015. The site visit will begin at 10:00 a.m. (see attached document)
Bidders are requested to communicate with the Contracting Authority no later than September 9, 2015 at 2:00 p.m. to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

Advance Contract Award Notice
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
Definition of the Requirement
The Department of National Defence (DND) has a requirement for
the supply of quantity thirty-one (31) Satellite Communication
Terminals (SATCOM) capable of operating in Ku-band and X-band,
certified for use in Wideband Global Satellite (WGS)
Constellation and designed for use in a maritime warship
environment
Technical Criteria for assessment of the Statement of
Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement
of capabilities that its SATCOM terminal meets the following
requirements:
1) WGS Certification: The Maritime Satellite Communication
Upgrade (MSCU) System shall be fully certified (documented proof
of Phase III WGS testing completed) for operation with the
United States Department of Defence (US DoD) WGS system in
accordance with MIL STD 188-164B WGS Certification Standard.
2) Skynet Certification: The MSCU System shall be certified for
operation with the Skynet system in accordance with the Paradigm
Terminal Certification standard TX-MA-00136-5-PDGM.
3) System Configurability. The MSCU System shall be a marine
dual frequency band SATCOM system that can be readily configured
for single band operation on both (but not simultaneously) the
Ku band and X band. This is a minimum system requirement and
does not necessarily exclude tri-band (three frequency band)
systems.
4) Data Rate. The MSCU System shall be capable of providing a
sustained minimum data rate of 10Mbps.
5) Uplink Power Control. The MSCU uplink power shall be
configurable both manually and automatically.
6) Coverage Zones. The MSCU System shall be capable of defining
and storing a minimum of 2 antenna blockage profiles based on
the ship's superstructure and fitted equipment that block the
antenna's line of sight to the satellite, or where personnel or
hazardous material (HAZMAT) may be subjected to radiated RF
energy.
7) Maritime Tracking and Acquisition. The MSCU System shall be
able to acquire and continuously track geostationary and
non-geostationary satellites at any elevation angle between 10°
and 90° (i.e., from 10 degrees above the horizon to the zenith)
in any angle of azimuth (i.e. unrestricted 360° rotation).
8) Maritime Tracking and Acquisition. The MSCU System shall be
able to continuously track and maintain connectivity with
geostationary and non-geostationary satellites while being
subjected to ship motion of up to 10° pitch and 30° roll on
either side of the vertical as experienced in Sea State 6 per
STANAG 4194.
9) System Control and Monitoring. The MSCU System shall include
a PC-based operator interface (via Ethernet LAN) for all control
and monitoring functions.
10) Weight and Dimensions.
a) The MSCU System above deck equipment Antenna assembly shall
not exceed 300 kilograms.
b) The MSCU System's antenna diameter shall not be any less than
1.2 meters.
c) The MSCU System's above deck equipment radome diameter shall
not exceed 2.0 meters.
11) a) The MSCU System above deck equipment shall not require
external cooling.
b) The above deck equipment shall be capable of continuous
operation with ambient temp between -25 & +48 C, 0-100% RH.
c) The below deck equipment shall be capable of continuous
operation with ambient temp between +10 & +50 C, 0-95% RH.
d) The above deck equipment shall meet the shock and air blast
requirements of CFTO D-03-003-007/SF-000 or equivalent.
e) The above and below deck equipment shall meet MIL-STD 461F
requirements for Shipboard environment.
f) The above and below deck equipment shall meet the vibration
requirements of MIL-Std-167 (SHIPS).
Note: Items # 1 and 2 require unique written compliance letters
from the certifying authorities confirming qualification for the
specified terminal to operate on these satellite constellations.
Note: Data published in technical documents (ie. Manuals,
drawings, spec sheets, etc.) are acceptable methods for
providing proof for items # 3 to 11.
Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):

Justification for the Pre-Identified Supplier
As part of the Maritime Satellite Communications Upgrade (MSCU)
project there is a stated mandatory requirement for United
States Department of Defense (US DoD) Wideband Global Satellite
(WGS) system certification for any vendor's equipment at time of
bid. As such, Harris Corporation of Melbourne, Florida, USA is
the only known vendor in the market who has a fully WGS
certified SATCOM solution that meets all of the Royal Canadian
Navy (RCN)'s requirements stated above. The factors that have
driven this mandatory requirement include the urgent and
substantial satellite communications (SATCOM) capability
deficiency in Her Majesty's Canadian Ships, the risky
certification process that is beyond the control of
DND/suppliers, and its associated timelines, and cost impacts to
the Government of Canada and the (RCN).
Early industry engagement through a Price and Availability (P&A)
issued in 2012 and a Letter of Interest (LOI) issued in 2015 has
further substantiated the findings that only Harris Corporation
meets the full requirement.

floor tiles, mechanical and electrical components, and painting

OPTIONAL SITE VISIT
It is recommended that the Bidder or a representative of the
Bidder visit the work site and examine the Scope of the Work
required and the existing conditions. There will be an optional
site visit on October 31, 2012 at 8:45 am. All interested
bidders are to meet at the principal entrance at the Dorchester
Penitentiary, Dorchester, New Brunswick. Although not mandatory,
all contractors wishing to submit a tender for this work are
encouraged to attend to become familiar with all aspects of the

paper version. Tenderers should note that Attachment 1 (ATT 1)
contains the Drawings and Specifications Package (DSP) which
consists of PDF files organized in an industry recognized

Canadian Food Inspection Agency, has a requirement for a
contract that consists of
but not be limited to the following:
Work under this contract comprises of mechanical and electrical
work for the removal of an indoor water cooled chiller and
replacement with new water cooled chiller located at Canadian
Food Inspection Agency (CFIA) Charlottetown on 93 Mount Edward
Road, Charlottetown, Prince Edward Island.
Completion of the work is May 31, 2013.
All work is to be performed in accordance with the plans and
specifications for CFIA Job# PI036/3000407073 forming part of
the bid document.
The estimate for this opportunity is within the following cost
category: $500,001 to 1 Mil

There will be a site visit on September 13, 2012 at 10:00.
Interested bidders are to meet at Canadian Food Inspection
Agency Laboratory, 93 Mount Edward Road, Charlottetown, PE.
The site visit for this project is MANDATORY. The
representative of the bidder will be required to sign the Site
Visit Attendance Sheet at the site visit. Bids submitted by
Bidders who have not signed the attendance sheet will not be
accepted.
Standard bid and contract security for construction is required.
Firms intending to submit tenders on this project should obtain
tender documents through the MERX services provider. Addenda,
when issued, will be available from the MERX provider. Firms
that elect to base their bids on tender documents obtained from
other sources do so at their own risk and will be solely
responsible to inform the tender calling authority of their
intention to bid.
Standard terms and conditions for this procurement are
incorporated by reference, and form part of the tender and
contract documents. The standard documents are issued by Public
Works and Government Services and may be viewed on the MERX
electronic bulletin board as part of the information module.

Under the Code of Conduct and Certification provisions, (refer
