Project Description:
The European Bank for Reconstruction and Development (the “Bank” or “EBRD”) is considering a loan of up to USD 17.5 million to the Communal State Unitary Enterprise “Trolleybus of Khujand” (the “Company”) a public transport company in the City of Khujand (the “City”). A further USD 8.5 million grant to co-finance the Project is envisaged from an international donor. The Project will finance the purchase of buses and modernization of depot facilities. In addition, the Project will provide support for the introduction of formal ticketing system in the City.
The purpose of the Project is to establish a reliable passenger transportation service and create a basic public transport network in the City. In addition a new formal ticketing system based on new tariffs will be implemented. It will put emphasis on cheaper and more attractive monthly passes with a goal to reduce fare revenue leakages and offer passengers the option of changing routes without double paying.
It is expected that the Project will finance the following investments:
Acquisition of buses and on-board computers for buses;
Modernisation of depot facilities; and
Implementation of ticketing system.
The Project will also assist the Company and the City to enter into Public Service Contract (the “PSC”).
Assignment Description:
The Client now intends to retain a consulting company (the “Consultant”) to support operational and financial improvements to secure sustainability of the Company operations via implementation of a Financial and Operational Performance Improvement Programme, the introduction of a PSC between the Company, and the City, and the development of a Corporate Business Plan and Management Information System and City Transport Strategy (the Assignment).
The selected Consultant is expected to provide the following services:
Prepare a Financial and Operational Performance Improvement Programme (“FOPIP”);
Develop fleet and infrastructure maintenance and repair programmes;
Prepare a long-term Business Plan containing measures to increase efficiency, revenues and cost coverage and meet consumers demands and priorities;
Support the implementation of a PSC;
Carry out financial audit;
Provide the City of Khujand with a clear Transport Strategy with the definition of the respective roles of buses and minibuses;
Review the route plan which was developed under Project Due Diligence and provide an advice on strengthening of the institutional framework for the public transport sector, including regulation of microbuses and equip the City with all necessary documentation and analysis for the development of an on-going route-tendering regime that encourages competition while enabling the City to acquire improved safety and environmental standards;
Allow the City to be able to monitor effectively the quality of operators services under the Public Service Contract regime.
Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in Q1 2016 and have an estimated overall duration of 28 months.
Cost Estimate for the Assignment: USD 350,000 (exclusive of VAT) subject to loan signing and availability of donor funding.
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
Funding Source: It is anticipated that the contract will be financed by ETCF. Selection and contracting is subject to loan signing and availability of funding.
Eligibility: There are no eligibility restrictions.
Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience related to:
Development and implementation of corporate development programmes of a comparable nature, scale and complexity to the Assignment;
Project management of complex assignments in organisations comparable to the Client and involving multiple stakeholders.
The Consultant’s expert team is expected to include key experts as follows:
Key Expert No 1: Team Leader / Public Transport expert preferably with 10 years or more of previous professional experience in project management of complex assignments in organisations comparable to the Client and involving multiple stakeholders; and preferably 10 years or more of previous professional experience in the urban transport sector in countries with comparable conditions to Tajikistan;
Key Expert No 2: Bus fleet and infrastructure maintenance and repairs planning expert preferably with 5 years of previous professional experience of working in similar assignments;
Key Expert No 3: Corporate management and business planning, including handling human resource issues expert preferably with 5 years of working in similar assignments;
Key Expert No 4: Public Transport Planning, Modelling, Financing expert preferably with 5 years of working in similar assignments;
Key Expert No 5: Public Transport Institutional and Regulatory Frameworks expert preferably with 5 years or more of previous professional experience and knowledge of urban transport management at institutional regulatory levels;
Key Expert No 6: Environmental and social expert preferably with 5 years or more of previous professional experience in the successful implementation of comparable assignments and with demonstrated knowledge of the environmental and social standards of the EBRD or other comparable institutions;
Key Expert No 7: Finance and accounting expert preferably with 5 years or more of previous professional experience in comparable assignments in the urban transport sector;
Key Experts No 8: Pool of Additional Experts consisting of local experts.
Non-key experts are expected to include local administrative staff.
All Key Experts shall be fluent in written and spoken English. It is essential that the Consultant’s team includes experts fluent in Russian.
Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted, the information submitted should include the following:
1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).
2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.
3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

The expression of interest shall not exceed 25 pages (excluding CVs Consultant Declaration and Contact Sheet).
The complete expression of interest (including CVs, Consultant Declaration and Contact Sheet) should be submitted, in English and Russian via email (pdf) to the Client’s contact person, to reach the Client not later than the Closing Date and time (13 January 2016 at 4 pm Dushanbe time). One additional copy shall reach the Bank’s contact person by the same due date. The expression of interest shall be one file (pdf). The Client reserves the right to reject applications of firms submitting more than one file. Only if any limitation on the permissible file size is exceeded, the Consultant may split the expression of interest into further files.

1. Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.
2. The shortlist criteria are as follows:

3. This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 25 March 2015.
Georgian Energy Development Fund, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of 20 MW WIND FARM GORI PROJECT.
The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan.
Lot 2: Wind Farm Internal Grid and Civil Works (including the windfarm substation foundations, trenching, roads, foundations, drainage systems and service area)
Execute works for the foundations of 6 wind turbines;
Erect the windfarm substation with the foundations including LV cables from the turbine controller main stations and 35 kV cables from the turbine switchgear to grid connection points with cable trench works, pulling and connection;
Supply the power transformer and other equipment;
Roads and hardstands within the windfarm area and of access roads outside the wind farm, including trenches, ditches, culverts etc;
Execute the works for construction of Service Area (Main Control Building, Store Building for Spare Parts and workshop).
Tendering for contracts to be financed with the proceeds from a loan from the Bank is open to companies from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria (refer to Tender documents, Part 1, Section III for details):
Historical financial performance: The audited balance sheets for the last 5 years shall be submitted and must demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability.
Average Annual Turnover: The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 years of not less than 20,000,000 [ twenty million] USD equivalent.
Financial Resources: Tenderer to demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 6 (six) months, estimated as not less than USD 4,000,000 [four million] equivalent, taking into account the applicant's commitments for other contracts.
General Experience: The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last 7 (seven) years.
Specific Experience: Participation as contractor or management contractor in at least 3 (three) contracts within the last 7 seven) years, each with a value of at least 2.5 MUSD (two and half million USD), that have been successfully and substantially completed and that are similar to the proposed Works.
Personnel: Tenderer to provide suitably qualified personnel to successfully manage the Contract.
Equipment: Tenderer to provide suitably equipment to successfully manage the Contract.

Project Description:The European Bank for Reconstruction and Development (the "EBRD" or the "Bank") is actively promoting investments and policies focused on climate technology transfer across all of its countries of operations. This activity is a result of the Bank’s Sustainable Resource Initiative ("SRI"), an umbrella initiative which promotes transition, efficiency and innovation enhancing competitiveness in three areas vital for its countries of operations: energy, water and waste. As part of this activity, the EBRD has launched FINTECC in Ukraine ("FINTECC Ukraine"), which aims to develop and demonstrate innovative policy and technical assistance packages and support development of performance-based financing mechanisms to increase investment in climate technologies in Ukraine. Policy dialogue is an important component of the FINTECC Ukraine package. Overall, the policy component aims to improve legislation, policy and standards to strengthen the enabling environment for technology transfer and improved energy self-sufficiency in Ukraine. However, given the limited resources, it is necessary to focus the policy assistance on priority areas requiring immediate attention.
The EBRD intends to engage a consultancy firm (the "Consultant") to provide policy support to the Government of Ukraine. The primary aim of the assignment is to support institutional, policy and regulatory policy dialogue to assist the Ukrainian government to design an effective policy framework for climate technology transfer (the "Project").
The main focus of the Project would be to:- evaluate the current status and gaps in Ukraine's implementation of the Eco-Design Directive (2009/125/EC) (the "Directive") and recommend the legislative, regulatory and other actions necessary to complete the implementation of the Directive; - support the State Agency for Energy Efficiency ("SAEE") by drafting the necessary Legislation and Priority Regulations and assisting the State Agency for Energy Efficiency to secure inter-Ministerial approval and subsequent governmental adoption of the Legislation and Priority Regulations; and - assist the State Agency for Energy Efficiency to embed energy efficiency into the public procurement rule books.
The EBRD intends to award one Framework Contract to retain one consultancy firm to provide the above named consultancy services. The Framework Contract will establish, in advance, fee rates for experts, contract terms, agreements and procedures that will govern individual assignments ("Assignments" or "Call-off Notices") to be required to implement the Project. The Consultant will be required to propose on request a team of experts for specific assignments to carry out the following envisaged tasks:1. To help to structure the ongoing policy dialogue with the SAEE and other stakeholders on the essential upgrade of the existing policy framework by:- reviewing and summarising the existing policy, legislative and regulatory framework that impact on the deployment of climate technologies;- recommending the legislative and regulatory actions that the Government of Ukraine needs to take to approximate its legislation;- providing a rationale for the recommended actions and estimate the likely financial, energy and CO2 savings associated with the actions;- reviewing the existing institutional structures and recommending any changes necessary to ensure adequate implementation of the Directive (including monitoring, verification and enforcement regime).
2. To support the SAEE by drafting legislation and the priority regulations, including preparing any necessary technical studies of energy performance of the technologies available on the market in Ukraine and providing comparison against international benchmarks as background information for setting energy efficiency requirements as well as working with relevant government and private-sector stakeholders to:- establish the technical energy efficiency specifications for each of the technologies under the priority regulations;- agree on the important elements of the priority regulations including the applicable conformity assessment procedures, information requirements to facilitate compliance checks, the timeframe for compliance by manufacturers and importers and the review period for the regulation.
3. To develop relevant amendments to Ukrainian public procurement regulations to ensure that energy efficiency characteristics are taken into account for public procurement of goods and services in the built environment for energy using and related equipment. This would include, in accordance with the EU Directives 2006/32/ЄС and 2012/27/ЄС, development of energy efficiency criteria for goods and services, to be used for the purposes of public procurement; definition of the designated governmental agency, and suggesting the process for developing and reviewing such criteria. This task will require identification of the level of necessary amendments (primary or secondary legislation) and drafting relevant legal texts. This task will address high energy inefficiency of public infrastructure and buildings in Ukraine, and will incentivize climate technologies use in public sector.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.
Funding Source: It is anticipated that the contract will be financed through the EBRD's donor funded Technical Cooperation Funds Programme. However consultant selection and contracting will be subject to availability of funding from an appropriate donor.

The Consultant's Experts Team is expected to include Key Experts as follows:
Team leader with preferably 10 years of previous policy experience and expertise in leading the implementation of energy efficiency policy projects with demonstrable project management skills and previous professional experience of working in Ukraine or similar EBRD Countries of Operations (COOs). Previous professional experience with eco-design and/or other standards and labelling (S and L) policies would be an advantage;
Senior international legal/policy experts with preferably 10 years of previous experience and expertise in energy efficiency policies. Previous professional experience with eco-design and/or other standards and labelling (S and L) policies would be an advantage;
Senior international economists with preferably 10 years of previous professional experience with energy efficiency policies. Experience with eco-design and/or other standards and labelling (S and L) policies would be an advantage;
Senior international energy efficiency policy expert with preferably 10 years of previous professional experience relating to energy efficiency policy development and implementation. The present Invitation for Tenders follows the General Procurement Notice for this Project, which was published on the EBRD website in "Procurement Notices" (www.ebrd.com) on April 17, 2015 (7855-GPN-42086).
The State Enterprise “National Nuclear Energy Generating Company ‘Energoatom”, hereinafter referred to as “the Purchaser”, intends to use a part of the loan proceeds from the European Bank for Reconstruction and Development (hereinafter referred to as “EBRD” or “the Bank”) and the European Atomic Energy Community (hereinafter referred to as “Euratom”) to cover the costs of “Complex (Consolidated) Safety Upgrade Program of Power Units of Nuclear Power Plants”.
The Purchaser hereby invites Suppliers to submit their sealed tenders for the following contract to be funded from a part of the loan proceeds:
- Package No 128,
Measures No 13502 “Introduce a Complex Diagnostic System for Reactor System” and No 14102 “Implement a Monitoring System over the Movements of Primary Circuit Pipelines“, which includes the following:
Supply of Goods, including technical documentation, manufacturing, factory acceptance and handover acceptance tests, supply, incoming control, special training of the Purchaser’s personnel, installation supervision, adjustment monitoring, preliminary tests at the Purchaser’s site, participation in integrated acceptance test within the nuclear facility before putting into commercial operation, and after-sales service during the warranty period (for more detail see the Technical Requirements) – at 3 (three) SS ZNPP power units of SE NNEGC “Energoatom”.
Tendering for fulfillment of the contracts financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers shall satisfy the following minimum criteria:
Financial Situation
The Tenderer shall meet the following minimum criteria:
Minimum average annual turnover of EUR 22 500 000 (twenty two million five hundred thousand) equivalent, calculated as total certified payments received for contracts in progress or completed within the last three (3) years.
The requirements according to the mentioned criterion to separate legal entities and any combination of such entities acting in the legal organizational form of a joint venture of legal and/or natural persons, consortium or association (JVCA) are as follows:
Single entity or individual: must meet the requirements;
Joint venture, consortium or association (JVCA) of legal entities and/or individuals:
All partners combined: must meet the requirements;
Each partner individually: must meet at least twenty five percent (25%) of the requirements;
At least one partner: must meet at least thirty percent (30%) of the requirements.
1.2. The Tenderer shall demonstrate that it can have access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means to meet the cash flow for the contract for a period of 36 (thirty six) months, estimated as not less than EUR 7 200 000 (seven million two hundred thousand) equivalent, taking into account the Tenderer’s commitments for other contracts.
The requirements according to the mentioned criterion to separate legal entities and any combination of such entities acting in the legal organizational form of a joint venture of legal and/or natural persons, consortium or association (JVCA) are as follows:

Joint venture, consortium or association (JVCA) of legal entities and/or individuals:
All partners combined: must meet the requirements;
Each partner individually: must meet at least twenty five percent (25%) of the requirements;
At least one partner: must meet at least forty percent (40%) of the requirements.
In case the Tenderer uses other currency, the calculations shall be based on the exchange rate set by the National Bank of Ukraine as of the date of the Invitation for Tender publication.
2. Special Experience
The Tenderer shall meet the following minimum criteria:
2.1. Successful experience as a Supplier in the execution and completion of contracts for the supply of at least 6 (six) similar systems of any of such types or combination thereof:
Type 1 – in-core noise diagnostic system;
Type 2 – foreign materials and loose parts detection system;
Type 3 – primary coolant leakages monitoring system;
Type 4 – the RCP vibration monitoring and diagnostic system;
Type 5 – residual lifetime diagnostic system;
Type 6 – monitoring system over the movements of primary circuit pipelines,
within the last 5 (five) years, with the total value of contracts of at least EUR 48 600 000 (forty eight million six hundred thousand), which are similar to the systems proposed. The similarity shall be based on the systems composition and complexity, technology, as described in Section VI “Supply Requirements”.
The requirements according to the mentioned criterion to separate legal entities and any combination of such entities acting in the legal organizational form of a joint venture of legal and/or natural persons, consortium or association (JVCA) are as follows:

Project Description:
The European Bank for Reconstruction and Development (the EBRD, the Bank) has a unique mandate to assist the countries of Central and Eastern Europe, the Commonwealth of Independent States (CIS), Mongolia, Turkey and the Southern and Eastern Mediterranean (SEMED) in their transition to market economies.
Through its investments and technical assistance activities, the EBRD promotes the establishment of the private sector, the strengthening of financial institutions and legal systems, and the development of the infrastructure needed to support the private sector. The EBRD prohibits corrupt, fraudulent, coercive, collusive and obstructive practices, as well as theft and misuse of EBRD’s resources (Prohibited Practices) in relation to its projects and activities.
The EBRD’s Enforcement Policy and Procedures (EPPs) (available at: http://www.ebrd.com/news/publications/policies/enforcement-policy-and-procedures.html) set forth the policy and procedures for the sanctioning of Prohibited Practices suspected or detected to have occurred in projects financed from EBRD’s ordinary capital resources, special funds resources or cooperation funds administered by the EBRD. The EBRD has formed an Enforcement Committee, comprising two internal and three external members, to carry out the duties specified in the EPPs.
The EBRD now wishes to appoint three external members to its newly formed Enforcement Committee, one of whom will serve as the Chairperson of the Committee.
Assignment Description
Members of the Enforcement Committee are responsible for carrying out the duties ascribed to the Enforcement Committee in the Enforcement Policy and Procedures, including without limitation, determining whether, in the case of an appeal:
- the preponderance of the evidence supports a finding that a respondent has engaged in a Prohibited Practice or that, following a third-party finding, a respondent would be an unacceptable EBRD counterparty;
- the first-tier decision-maker (the Enforcement Commissioner under the EPPs) had jurisdiction over a matter; and
- the enforcement action imposed by the Enforcement Commissioner is commensurate with the Prohibited Practice in question.
As described in more detail in the enclosed Enforcement Committee Terms of Reference, including the Enforcement Committee Code of Conduct, (the TOR), decisions of the Enforcement Committee are to be made by either:
(1) a panel composed of the Chairperson of the Committee and two other members designated by the Chairperson (one external and one internal); or
(2) exceptionally, all members of the Enforcement Committee if, in the opinion of the Chairperson, the complexity of the issues raised in the appeal so requires.
In addition to the above-described duties of the regular Enforcement Committee members, the Chairperson of the Enforcement Committee will be required to direct the work of the Committee, represent the Committee in all administrative matters, assign decision-making panels and preside at all sessions of the Committee.
The work of the Enforcement Committee will be coordinated administratively by the Secretariat of the Enforcement Committee based at the EBRD’s Headquarters in London, UK. The Enforcement Committee will conduct its activities by way of meetings at the EBRD's Headquarters in London, UK, video-conference, or other means as determined by the Chairperson of the Enforcement Committee.
Status of Selection Process: Interested individual experts are hereby invited to submit expressions of interest.
Assignment Start Date: The Assignment is expected to start in the second quarter of 2016.
Assignment Duration: External members of the Enforcement Committee will be appointed for a five (5) year or four (4) year term, renewable once. External members of the Enforcement Committee will be subject to removal by the EBRD Board of Directors in the event of violation of the Enforcement Committee Code of Conduct.
Remuneration: The Bank proposes to use a uniform daily fee rate for all External Enforcement Committee members. Each External Enforcement Committee member will be contracted on an annual retainer of EUR 13,000.00. In the event that further services are required beyond the retainer, remuneration will consist of a daily fee rate of EUR 1,100.00 plus justified expenses, if any.
Membership on the Enforcement Committee does not represent full-time employment by the EBRD. Service on the Enforcement Committee is a part-time activity, and the number of hours to be dedicated to the work of the Committee will vary depending on the case-load of the Committee at any given time.
The Expert must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that an Expert incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.
Funding Source: The Assignment is funded by the EBRD from its own resources.
Eligibility: External members of the Enforcement Committee may not have previously held or currently hold any appointment with EBRD, including as a staff member, Board Official or a consultant.
Restrictions after service on the Enforcement Committee: For a period of two (2) years immediately following his/her term on the Enforcement Committee, an external member of the Enforcement Committee may not:
- accept any employment, consultancy or interest in any company that has been a Respondent in any Enforcement Proceeding in which such external member of the Enforcement Committee has participated;
- appear as a counsel, agent or representative for any Respondent in any Enforcement Proceedings under the EPPs; or
- accept any employment with the EBRD or provide the EBRD with services in connection with any EBRD project.
Expert Profile: Individual services are required. The Consultant shall be an individual expert, with the following profile:
· A degree in law, corporate compliance, international procurement, auditing, forensic accounting or equivalent advanced degree in a related field.
· Preferably 15 years of professional experience in law, anti-corruption and institutional integrity, international procurement, auditing, or related fields, with 5 years at an international level. Direct experience with operations of other international development institutions and previous experience of serving on enforcement committees or other similar bodies would be an advantage.
· An understanding of the EBRD’s operations and countries of operations would be an advantage.
· Excellent communication and presentation skills, both written and spoken; fluency in English with the ability to draft reports to high standard.
· An ability to resolve disputes objectively and fairly.
· A high degree of professionalism, integrity and independence.
· An ability to meet tight and frequent deadlines.
· An ability to handle a large volume of data and to pay meticulous attention to details.
· An ability to handle confidential and politically sensitive information.

The State Unitary Enterprise (SUE) «Khojagiyu Manziliyu Kommunali», hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and grants from the European Commission’s Investment Facility for Central Asia and the Bank’s Shareholders Special Fund towards the cost of the Central Tajikistan Water Rehabilitation Project.
The Employer now invites sealed tenders from contractors for the following works to be funded from part of the proceeds of the loan and the grant:
CTWRP-011 Lot2. Construction of water main from "Chinor" water intake to the aluminium plant "Talco" in Tursunzoda city, including:
Construction of pressure water main pipe with a length of 3720 m and DN 280 mm;
Construction of concrete chambers and distribution centers, valves and other fittings at the pressure water main pipe;
Rehabilitation of destroyed parts of roads and sidewalks as the result of pipelaying works.
Tendering for contracts to be financed with the proceeds of a loan from the Bank and of a grant is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) for any of the last five years of not less than 500 000 (five hundred thousand) USD equivalent
The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than USD 50 000 (fifty thousand) equivalent, taking into account the applicant's commitments for other contracts
The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last five years and for the amount not less than 300 000 (three hundred thousand) USD equivalent
The Tenderer shall provide suitably qualified personnel to fill the following positions:
Contract Manager with experience in execution of similar nature and scope of works for at least 8 years, including at least 5 years in the position of Manager

Contracts to be financed with the proceeds of a loan and a grant from the European Commission will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 04/04/2015.
The Office National de l’Electricité et de l’Eau Potable, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of ONEE Water Supply Project
The Purchaser now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan for Strengthening the supply of water in Benguerir and Skhour Rhamna neighbouring the dam Al Massira – Lot 2 : Supply and Install of Equipment. This lot includes the following works:
Hydro-electromechanical equipment, electrical, automatism and remote processing of SR1-2 pumping station for a total flow rate of 300 l/s and a total dynamic head (TDH) of 155 m;
Hydro-electromechanical equipment, electrical, automatism and remote processing of the pumping station SR2 by adding an additional group for a flow of 100 l/s and a total dynamic head (TDH) of 54 m;
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified for the award of the contract, tenderers must satisfy the following minimum criteria:
• The tenderer must have an average annual turnover of at least Fourteen Million Moroccan Dirhams excluding tax (14.00 million MAD), which is the total of mandated payments received for on-going and / or completed contracts during the last three (03) years (2011-2012-2013).
• Experience as principal contractor in the context of at least two (2) cases of similar work type and nature in the past ten (10) years that include:
- Construction of water pumping station with a nominal power equal or exceeding 200KW, incorporating low and medium tension electrical equipment.

All tenders must be accompanied by a tender security of Three Hundred and Forty thousand Dirham (340,000.00 MAD) This should be consistent with paragraph 14 of the Instructions to Tenderers or its equivalent in a convertible currency
Tenders must be delivered to the office at the address below on or before March 02, 2016 at 10 h 00 min (local time), at which time they will be opened in the presence of tenderers representatives who choose to attend.
A project site visit is scheduled Thursday, January 21, 2016; the appointment for this visit is set at 10 hours (local time) at the center of ONEE-Branche Eau at Benguerir. It is highly recommended that tenderers attend this site visit.

Коммунальное производственное унитарное предприятие «Брестводоканал», далее именуемое «Покупатель», намеревается использовать часть средств безвозмездной технической помощи Экологического партнерства северного измерения (ЭПСИ) – 2 миллиона евро - для финансирования Контракта поставки А1-2 в рамках проекта «Реконструкция очистных сооружений канализации г. Бреста».
Настоящим Коммунальное производственное унитарное предприятие «Брестводоканал» приглашает правомочных участников подать запечатанные тендерные заявки на выполнение следующего контракта.
Контракт А1-2. Реконструкция очистных сооружений канализации г. Бреста, средний расход – 80 400 м3/сут., поставка оборудования, сопутствующих услуг, инструмента для монтажа, материалов и руководств, а также набора обязательных и рекомендованных запчастей и расходных материалов. Оборудование предварительно включает в себя следующие главные компоненты: решетки тонкой очистки, транспортер для отбросов, установку для промывки и уплотнения отбросов, контейнеры для отбросов, сепараторы песка, контейнер для песка; воздуходувку со шкафом управления и сопутствующим оборудованием, устройства плавного пуска для 4-ех существующих и 1-ой новой воздуходувки, главную панель управления для пяти воздуходувок, дополнительное оборудование для улучшения системы вентиляции в существующем здании воздушно-компрессорной станции; диффузоры аэрации, включая распределительные и вертикальные трубопроводы, мешалки и циркуляционные насосы для существующего блока аэротенков №1 и нового блока аэротенков №5.
Поставщик по Контракту А1-2 должен согласовать свои действия с генеральным подрядчиком по Контракту на выполнение работ А1-1.
Планируемый срок завершения работ по контракту с генеральным подрядчиком – 29 месяцев. Сроки поставок по Контракту поставки необходимо планировать и координировать с планом осуществления Контракта на выполнение работ А1-1.
Контракт А1-2 Правомочность и квалификационные критерии
Ограничения по странам происхождения правомочных участников тендера и субподрядчиков, а также по происхождению товаров и сопутствующих услуг по Контракту А1-2 указаны в Разделе V Тендерной документации (Правомочные страны).
Для того чтобы получить право на присуждение Контракта А1-2, участники тендера должны соответствовать минимальным критериям в Тендерных документах, включая, помимо прочего, следующее:
участник тендера не является банкротом или не проходит процедуру банкротства в соответствии с национальными законами или нормативными актами;
участник тендера должен иметь среднегодовой оборот в качестве поставщика (рассчитываемый по счетам, выставленным за выполнение текущих или завершенных поставок товаров и услуг) за последние три (3) года в объеме не менее 4 миллионов евро в эквиваленте;
опыт участия в течение последних (5) пяти лет в качестве поставщика в выполнении не менее трех (3) договоров, каждый на сумму, как минимум, эквивалентную 2 миллионам евро, успешно и в существенной мере выполненных и сходных с предлагаемыми работами;
участник тендера должен продемонстрировать возможность привлечения или наличие у него финансовых ресурсов в сумме не менее 2 миллионов евро;
участник тендера должен предоставить подтверждение того, что участник тендера или его агент будет способен выполнить обязательства поставщика по техническому обслуживанию, ремонту и обеспечению запасными частями;
для участников тендера из Республики Беларусь: участник тендера должен предоставить подтверждение того, что участник тендера и его субподрядчик(и) должны иметь или должны получить до присуждения контракта все разрешения, согласования и лицензии, согласно требованиям органов власти Республики Беларусь, необходимые для выполнения работ по данному контракту (таких как допуски на проектирование и строительство, выданные саморегулируемыми организациями Республики Беларусь в соответствующих областях, или иными уполномоченными органами);
участник тендера должен быть сертифицирован по стандарту качества ISO 9001 (или эквивалентному) или представить собственный план обеспечения качества с тем, чтобы продемонстрировать процедуры, обеспечивающие качество, которые будут применяться в рамках поставок по данному договору.

Коммунальное производственное унитарное предприятие «Брестводоканал», далее именуемое «Заказчик», намеревается использовать часть средств:
кредита Северного инвестиционного банка (СИБ) – 10миллионов евро,
безвозмездной технической помощи Шведского агентства международного сотрудничества в области развития (СИДА) – 41 миллион шведских крон
для финансирования Контракта на выполнение работ А1-1 в рамках проекта «Реконструкция очистных сооружений канализации г. Бреста».
Настоящим коммунальное производственное унитарное предприятие «Брестводоканал» приглашает правомочных участников подать запечатанные тендерные заявки на выполнение следующего контракта.
Контракт А1-1. Реконструкция и расширение очистных сооружений канализации г. Бреста, средний расход – 80 400 м3/сут., в том числе разработка проектной документации стадии A и стадии С и официальное согласование проектной документации для работ по реконструкции и ремонту, включая поставку сопутствующего оборудования (за исключением оборудования, поставляемого в рамках Контракта А1-2), запчастей, всех монтажных работ и сопутствующих услуг.
Кроме того, подрядчик по контракту А1-1 должен выполнить проверку проекта и утвердить его, установить оборудование, поставляемое по контракту поставки A1-2 (2 миллиона евро безвозмездной технической помощи от Экологического партнерства Северного измерения (ЭПСИ)).
Планируемый срок завершения контракта – приблизительно 29 месяцев. Подрядчик должен разработать проектную документацию стадии А и стадии С для объектов, включенных в объем работ, и провести ее согласование в органах Государственной экспертизы в течение 8 месяцев с начала работ по контракту.
Контракт А1-1 Правомочность и квалификационные критерии
Контракт А1-1 может быть присужден юридическому лицу из любой страны.
Для того чтобы получить право на присуждение Контракта А1-1, участники тендера должны соответствовать минимальным критериям в Тендерных документах, включая, помимо прочего, следующее:
участник тендера не является банкротом или не проходит процедуру банкротства в соответствии с национальными законами или нормативными актами;
участник тендера должен иметь среднегодовой оборот в качестве генерального подрядчика (рассчитываемый по счетам, выставленным за выполнение текущих или завершенных работ) за последние три (3) года в объеме не менее 12 миллионов евро в эквиваленте;
опыт участия в течение последних (5) пяти лет в качестве подрядчика, генерального подрядчика или поставщика в выполнении не менее трех (3) договоров, каждый на сумму, как минимум, 3 миллиона евро, успешно и в существенной мере выполненных и сходных с предлагаемыми работами;
участник тендера в дополнение должен продемонстрировать наличие следующего специального опыта работы: участие в успешно осуществленной реконструкции действующих биологических очистных сооружений канализации мощностью не менее 50 000 м3 в сутки, в подобных климатических условиях, а также опыта строительства водонепроницаемых монолитных железобетонных конструкций;
участник тендера или его назначенный субподрядчик/субконсультант должен иметь опыт разработки проектной документации стадии А и С для биологических очистных сооружений канализации в Республике Беларусь;
участник тендера должен предоставить подтверждение того, что участник тендера или его агент будет способен выполнить обязательства Подрядчика по техническому обслуживанию, ремонту и обеспечению запасными частями;
для участников тендера из Республики Беларусь: участник тендера должен предоставить подтверждение того, что участник тендера и его субподрядчик(и) должны иметь или должны получить до присуждения контракта все разрешения, согласования и лицензии, согласно требованиям органов власти Республики Беларусь, необходимые для выполнения работ по данному контракту (таких как допуски на проектирование и строительство, выданные саморегулируемыми организациями Республики Беларусь в соответствующих областях, или иными уполномоченными органами);
