TfL is a diverse organisation which is comprised of a number of previously independent organisations. The TfL estate also supports external organisations such as the Greater London Authority and the British Transport Police. Consequently the TfL estate is similarly diverse and whilst work has been done to consolidate and operate a single network it is still true to say that the estate encompasses a number of different environments and implementations. Following a strategic review it has been identified that there is a requirement to develop TfL’s SAM capability. It has also been determined the fastest and most cost-effective route to accomplish this is through the procurement of an end-to-end SAM Managed Service Solution. The managed service will provide the specialised SAM capabilities that TfL need to mature its Software Asset Management practice and establish an effective operational SAM capability within its Information Management division. This will enable TfL to better identify and manage the risks and costs associated with it’s use of software.

TfL are looking for a merchant acquirer, which is a financial institution that acts as an intermediary between merchants (TfL (Transport for London)/TTL (Transport Trading Limited)) and their customers to facilitate the acceptance of card payments. This includes but is not limited to face to face, by telephone or via the internet transactions and will also include contactless (both retail and transit model transactions) The tenderer must be regulated to perform merchant acquiring business (and/or any other services the subject of the proposed contract) in the UK in accordance with the relevant legislation and/or regulation, directive, laws, bye-laws and regulatory requirements necessary to perform such business and services in the UK. The services provided under the contract may be expanded in the future to allow for the services to be provided in taxis and private hire, and/or to allow for the services to be provided to or for other transport authorities in the United Kingdom or internationally, subject to the Greater London Authority Act 1999 (as amended 2007). The contract term is expected to be 7 years with the potential (at the discretion of [TTL/TFL]) for: i) extension[s] of 3 years; and/or ii) an additional period (at this stage not expected to exceed 12 months) during which some or all of the services may continue to be provided to the extent required to facilitate an effective handback of the services to [TTL/TFL] or a successor provider. Currently TfL processes over 160 million transactions per annum with a total transaction value of over £2.25 billion.

TfL already has a sizeable retail portfolio with over 1,000 units throughout London. TfL have started a transition on the estate, to significantly improve the retail offering, to provide greater amenity for its customer base and deliver improved income for TfL. One area of our portfolio is street vending. TfL own 150 pitches which are used for retail services and are situated both in and outside of stations. All sites are managed under a licence based scheme. This is a flexible legal document which gives the occupier right to occupy the pitch and TfL the right to remove the occupier at any given time. Due to the nature of this licence, rates are not applicable and rents are based on a historic setting point with RPI increases annually. Therefore rents are not linked to turnover. TfL wish to appoint a supplier to manage the street vending pitches.
