Background:The PRO WATER Joint Programme is a strategy to localize the Sustainable Development Goals (SDG), specifically Goal 6-Safe Water and Sanitation. The programme is supported by the SDG Fund a facility set up by UNDP and supported by the Spanish Government. The Philippines is a recipient of the fund.The PRO WATER is a collaborative multi-sectoral action supported by the Spanish Government in partnership with the UNDP, UNICEF, WHO, UN WOMEN, together with the Department of the Interior and Local Government (DILG), Department of Health (DOH), National Water Resources Board (NWRB), and the Philippine Commission on Women (PCW); with selected Provincial and Municipal Governments, Civil Society Organizations, Academia, Private Sector, community groups, women and girls.It aims to build on the experiences and gains achieved in the previous two Joint Programmes (JP) supported by the Spanish Government, MDGF 1919 on Water and Sanitation (WATSAN) and MDGF 1656 on Climate Change Adaptation implemented in the Philippines, MDG-F 1656 project entitled: Strengthening the Philippines’ Institutional Capacity to Adapt to Climate Change,” as well as MDGF 1919 “Enhancing Access to and Provision of Water Services with the Active Participation of the Poor,” with the end goal of accelerating progress towards the MDG targets on water and sanitation by 2015. In particular, MDG-F 1919 established the foundations of water governance institutions, benefiting the Philippine government’s hard infrastructure programme, and contributing to enhancing water access to 122,000 households in 36 waterless municipalities.The Joint Programme is aligned with the priorities of the Philippine Government, the Spanish Government, and the UN in promoting the principles of human rights, gender equality and women empowerment, and climate change adaptation in governance processes. The Joint Programme will strengthen local governance systems and empower communities, especially women and girls, on integrated safe water, sanitation and hygiene; improving policies, institutional systems, planning, programming and budgeting and test solutions to integrate and harmonize CCA, rights-based and gender-responsive principles and actions. These solutions will be applied in the ongoing implementation of the Salintubig by DILG, the Philippines Approach to Total Sanitation (PhATS) and Zero Open Defecation Programme (ZODP) by DOH, the Integrated Water Resource Management (IWRM) by NWRB and in the Grassroots Participatory Budgeting (GPB) also of the DILG.Aware of the current situation of fragmentation in implementing water, sanitation and hygiene at the level of local governments, the Joint Programme emphasizes inter-agency collaboration and complementation at all levels. It will ensure multi-sectoral participation most especially in the communities where the integration and harmonization will happen, at the same time mainstreaming cross-cutting themes on resiliency, human rights, gender equality, climate change, integrity and accountability. Given this, the Joint Programme will bring about three major results:Improved governance of safe water, sanitation, and hygiene at all levels especially at the local levelsBroadened access through improved solutions that are demonstrated in the implementation of safe water, sanitation and hygiene that will benefit most especially women and girls in households, schools, health centers and public schoolsGenerated knowledge utilized to aid policy advocacy, planning, and capacity building based on the experiences and lessons learned from the implementation of integrated safe water, sanitation and hygieneThe Integrated Safe Water, Sanitation and Hygiene Systems Approach will be utilized as the framework for implementing the Joint Programme. The framework ensures a coordinated, harmonized approach to implementing safe water, sanitation and hygiene programs at the local level and will be informed with knowledge from MDGF 1919 and 1656 and from the AECID-supported Climate Change Academy of the Bicol University, the current program on Institutional Strengthening of National and Local Governance on Human Rights and Economic Empowerment with a Gender Focus: Implementation of the Magna Carta of Women with PCW and the current Capacity Development Program implemented by DILG-LGAObjectives of the AssignmentThe objective of engaging the services of an Institutional Development Specialist (IDS) is to assist DILG to capacitate the Regional WATSAN Hubs on institutional and community mobilization, organizing, and development based on an integrated safe water, sanitation, and hygiene (iWASH) framework in the ten (10) target sites in order to achieve the following specific outputs of the joint programme:10 integrated safe water, sanitation, and hygiene (iWASH) associations;6 social contracts for integrated safe water, sanitation, and hygiene (iWASH)10 citizens monitoring groups for local water governance thru participatory public financeWomen and girls organized to engage in policy making, planning, budgeting, and monitoring of iWASH projects and programs; andCSOs to engage in policy making, planning, budgeting, and monitoring of iWASH projects and programs; Duration of WorkThe Consultant will be engaged from March 15, 2016 to December 16, 2016 or a period of nine (9) months.Duty StationThe Consultant will periodically, and as needed, report to the Pro WATER PMO at the DILG WSS Program Management Office.Schedule of PaymentsThe consultants’ travelling expenses and per diem while on official travel shall be processed separately at DILG-Central Office, WSSPMO-OPDS.1st Tranche - 20% - Upon signing of Contract and submission of the following: - Inception Report2nd Tranche - 50% Upon submission and approval of the following: - Assessment Report - Training Materials and Guide on CSO engagement, community mobilization, organizing, and development - Progress Monitoring Reports (based on agreed timeframes)3rd Tranche - 30% - Upon submission and approval of the following: - Process Documentation - Progress Reports (based on agreed timeframes) Description of Responsibilities :The scope of work of the IDS shall cover but is not limited to the following activities:Validate and/or review results of the integrated assessment conducted by the Regional WATSAN Hubs specifically on the current situation of CSO engagement and community participation in safe water, sanitation, and hygiene.Conduct rapid appraisal on the level of participation of CSOs, local watsan associations, and communities especially women and girls on safe water, sanitation, and hygiene projects/programs/activities in priority areas of the target sites.Conduct trainings and related institutional and capacity development interventions for the Regional WATSAN Hubs on CSO engagement, community mobilization, organizing, and development based on the integrated safe water, sanitation, and hygiene (iWASH) framework;Develop training materials and other related knowledge products on CSO engagement, community mobilization, organizing, and development on iWASH;Oversee the implementation of activities on CSO engagement, community mobilization, organizing, and institutional & capacity development by the Regional WATSAN Hubs;Document processes/approaches/strategies employed in the conduct of institutional and capacity development interventions for CSOs, organized iWASH associations, and target communities.Submit monitoring reports on the progress, completion and results of the activities conducted for CSOs, organized iWASH associations, and target communities.Serve as resource person on institutional and community development for integrated safe water, sanitation, and hygiene (iWASH) in all Pro WATER activities.Expected Outputs / DeliverablesInception Report detailing approach to work and proposed activity plan on the trainings and capacity development interventionsto be conducted for the Regional WATSAN Hubs, CSOs, and target communities;Assessment Report on the level of participation of CSOs, local watsan associations, and communities especially women and girls on safe water, sanitation, and hygiene projects/programs/activities in priority areas of the target sites.Training materials and other related knowledge products (if needed) on institutional and community mobilization, organizing, and development on iWASH;Progress Monitoring Reports (based on agreed timeframes) to report on progress and achievement of the following:- 10 integrated safe water, sanitation, and hygiene (iWASH) associations;- 6 social contracts for integrated safe water, sanitation, and hygiene (iWASH)- 10 citizens monitoring groups for local water governance thru participatory public finance- Women and girls organized to engage in policy making, planning, budgeting, and monitoring of iWASH projects and programs;
