Mental Health Co-production Service (formerly known as Warwickshire User Involvement Service)
Warwickshire County Council is seeking tenders to deliver the Mental Health Co-production Service (formerly known as Warwickshire User Involvement Service). The Council will award the Contract to one provider, who will deliver the Service within the agreed block price.
The Mental Health Co-production Service will actively involve and engage with Mental Health service users (aged 18 +) in the planning and commissioning of mental health services that improve the health and wellbeing of, and reduce health inequalities for, people in Warwickshire. The service will ensure genuine participation and involvement, by creating and sustaining opportunities for communication between service users, commissioners and service providers. The service will be high quality, visible, accessible and confidential.
The service is predominantly focused on co-production with mental health service users, but the service provider may also be expected to support a small element of co-production for dementia, that relates to the delivery of public health service and / or interventions.
The service should support mental health commissioning in its widest sense, by working in partnership with a range of stakeholders: including service users and carers, mental health service providers, commissioners in public health, social care and NHS Clinical Commissioning Groups, and patient and public involvement and engagement organisations and groups.

Warwickshire CC is looking for a single provider to deliver the Mental Health Employment Support Service countywide.
The service will adopt recommended best practice for the delivery of support employment, including a strong
focus on utilising Individual Placement and Support (IPS) principles in the service delivery model. The principles advocated include:
The focus should be on achieving paid competitive employment.
Eligibility is based on an individual’s preferences and anyone who is motivated to work is given the help to do so
Employment support tries to find work that is consistent with people’s preferences and choices.
Programmes should involve rapid job search and minimal pre-vocational training.
Vocational programmes are integrated into the work of clinical teams
Attention to client preferences and choice is important
There should be availability of time-unlimited support and this should be tailored to the person’s individual needs, and available to both the employee and employer.
Warwickshire County Council will be submitting an application for ESF match funding, which if successful will be an additional 80% to this contract.
The services may be developed and modified during the course of the contract period to meet the changing demands, requirements and needs of the customers and the Authority.

The initial contract term will be 3 years however the Authority reserves the Right to extend the contract by further periods not exceeding 36 months

The provision of Water Hygiene Risk Assessments to the Authority’s buildings and properties it has Landlord responsibility for and to Schools who may use the service. The schedule of servicing this portfolio is based over a 2 year rolling programme.
Along with carrying out assessments, the successful supplier will be required to monitor and record the condition of affected water points in a manner as required by the Authority.
The contract shall have an initial term of 2 years with options following this to extend for a maximum of 24 months. Should the contract run its maximum duration then the rolling programme will complete two cycles.
The Contract start date is 9th May 2016 with an initial expiry date of 31st March 2018.

Warwickshire County Council together with NHS Warwickshire North CCG, NHS Coventry and Rugby CCG and NHS South Warwickshire CCG are seeking tenders for their Care at Home services.
These services are divided in 4 Lots:
Lot 1 Domiciliary Care –
Generally for customers who require less than 28 hours of support and do not require night support.
This service is for adults and children who are customers of WCC or the CCG’s and reside in Warwickshire.
This service will be delivered across 8 geographical zones. Each zone will have a set number of providers who will receive an agreed percentage of referrals in that zone.
During the contract period this service will move towards a more outcome based commissioning model.
Lot 2 Supported Living –
Generally for customers who require more than 28 hours of support and any night support whose support meets the principles that are defined in the Reach Standards in Supported Living.
This service is for all adult customer groups from the age of 18 onwards and may also support young people in transition.
This service is for both WCC and CCG customers who reside in Warwickshire and CCG customers who reside in Coventry.
This service will operate on the basis of a single area framework.
Lot 3 Live In Care –
Generally for customers who require more than 28 hours of support a week and any night support provided via live in care arrangements.
This service is for all adult customer groups from the age of 18 onwards and may also support young people in transition.
This service is for both WCC and CCG customers who reside in Warwickshire and CCG customers who reside in Coventry.
This service will operate on the basis of a single area framework.
Lot 4 Complex Clinical Care –
Generally for customers of the CCG’s who require care that must only be performed by a skilled staff member that has been deemed competent and received delegation from a qualified nurse to perform that task. Complex clinical care may be delivered in a domiciliary, supported living or live in care setting.
This service is for all adult customer groups from the age of 18 onwards and may also support young people in transition.
This service is for CCG customers who reside in Warwickshire or Coventry.
This service will operate on the basis of a single area framework.
During the life of these contracts the services may be modified and varied in order to meet the changing needs and demands of the Authority, the Partners and the customers. These changes could include (but aren’t limited to) initiatives to deal with short term emergencies, facilitating hospital discharge, prevention, night-sits etc.
Proposed Contract Start Date: 1st August 2016
Proposed Contract End Date: 31st July 2021
Details of any proposed contract extension periods: Initial 5 year contract with an option to extend for a further 2 years.

The aim of the Service is to provide short term, intensive, floating Housing Related Support for young people and young parents aged 16 to 25 years old living in the community with various types of properties regardless of the tenure. The floating support should not last more than two years. Housing Related Support will enable Customers to gain the skills, knowledge and experience to secure and/or maintain their own accommodation and live independently.

The aim of the Service is to provide short term, intensive, Housing Related Support lasting not more than one year for Customers aged 25 years and above. a) in the North of the County; North Warwickshire, Nuneaton and Bedworth and Rugby
b) in the South of the County; Warwick and Stratford-upon-Avon.
Contract start date – 01 August 2016 to 31 July 2018 – The initial contract term will be 2 years however the Authority reserves the right to extend the contract by further periods not exceeding 36 months [36 being the maximum available extension period] at the discretion of the Authority based on the contract performance of the successful applicant

Warwickshire County Council (the Authority) is seeking to re-commission its contracts for care home placements. At the same time NHS South Warwickshire Clinical Commissioning Group and NHS Warwickshire North Clinical Commissioning Group (the CCG’s) are also seeking to re-commission their care home provision following conclusion of their previous framework.
The Authority will be acting as lead commissioner in this procedure.
This tender is for all care home services for older people and adults with support needs which includes (but is not limited to):
– Residential and nursing;
– Physical disabilities;
– Learning disabilities and/or autism;
– Mental health needs;
– Dementia;
– Sensory impairment;
– Acquired brain injury;
– Cognitive impairment;
– Continuing healthcare.
The Authority also intends to use these new contracts to commission a range of care home based initiatives. These services may also be subject to other modifications and changes in order to meet the changing needs and demands of the Authority, the CCG’s and the customers.
The new contracts are for the provision of care home services within the County Council boundaries of Warwickshire County Council, or where the customer is a patient of the Clinical Commissioning Group then the location where they live, which is generally within a reasonable distance of the boundaries.
Coventry City Council and NHS Coventry and Rugby Clinical Commissioning Group intend to re-commission their care home services through separate arrangements. However it is possible that they may access care home services through these contracts in the future.

Proposed Contract End Date: 31st August 2021
Details of any proposed contract extension periods: Initial 5 year contract with the option to extend for up to a further 5 years.

Having a Good Day means doing things that:

Most members of the community are doing, in ordinary places that most members of the community frequent
Are uniquely right for them, with support that meets their individual requirements
Fosters opportunities to meet local people, develop friendships and connections and builds a sense of belonging
Services are required for older people aged 65 years and over in Warwickshire, where the needs assessment has identified an individual has eligible needs requiring community based day opportunity support.
Customers may include older people who:
Are frail and elderly
Are from black and minority ethnic groups and newly arrived communities
Have physical disabilities and / or sensory impairments
Have Mental Health needs
Have behaviours that can challenge services
Customers will be referred through the following routes:
